Biography

Bill focuses primarily on public law.  Bill's experience in public law includes three years as General Counsel to the Office of the Governor for Governor Rick Perry and advising on all state law matters, including legislation, state contracts, litigation and policy.

Bill's previous litigation experience includes trial and appellate work in state and federal courts of all levels involving complex business, contract, banking, oil and gas, construction, real property, products liability, personal injury, insurance policy and lender liability litigation.

Representative Experience

  • Served as General Counsel to the Governor of the State of Texas for three years; primarily responsible for all legal matters in the Governor’s Office, including economic development initiations, contract negotiations with the State, legislation approval and recommendations, policy review and the monitoring of settlements and litigation involving the State which included significant exposure both to the Governor and other staff members in the Governor’s Office, the Lieutenant Governor and staff, the Speaker of the House and staff, and the Attorney General and staff
  • Served as trial counsel on behalf of national financial institutions in a variety of litigation matters
  • Represented a large national oil and gas company defending a wrongful death matter
  • Represented a large railroad company in a commercial litigation matter involving a public utility
  • Served as trial counsel for several Fortune 500 companies, banking associations, and smaller ventures in a variety of commercial civil litigation matters
  • Represents a large gaming software company in legislative matters
  • Represents an international insurance company in agency matters
  • Represented a commercial real estate developer in legislation relating to formation of a municipal utility district
