Biography
Barron’s principal areas of practice are public finance, urban development and state legislative matters. He has significant public law and municipal finance experience in various areas, including municipal and tax increment financing, inner-city redevelopment, and structuring public/private joint ventures; His public finance practice consists of serving as bond counsel for tax exempt financings for cities, counties, and state agencies and special districts, including several local government corporations. In addition to bond counsel engagements, he also represents various national and regional investment banking firms as underwriters counsel in bond and interest rate swap transactions. Barron also serves as general counsel to conduit bond issuers, tax increment reinvestment zones, local government corporations, municipal management districts, certain not for profit corporations, and various redevelopment entities. As general counsel to these entities, Barron has focused his effort on creating innovative financing opportunities for affordable housing and urban development.

- Representing tax increment reinvestment zones responsible for stimulating over a billion dollars of new investment in the City of Houston and City of Galveston
- Representing and advising developers on urban development and various tax incentives and/or grants
- Representing not for profit corporations on various affordable housing initiatives
