Biography
Paul's practice is focused on the development and financing of international energy projects. He has worked extensively on international oil and gas projects, including the acquisition and disposal of oil and gas assets and companies owning those assets, cross-border oil and gas pipeline projects, and LNG and electric power projects in Europe, Asia, the FSU, and the Middle East. He has represented developers as well as multilateral lenders on international energy project financings.

Paul was one of the partners in charge of opening our Moscow office in 1991, and has spent substantial periods working in that office. He has represented major international clients, including multilateral lenders, in the development and financing of energy projects in Russia and other CIS countries. Paul was the head of our Beijing, China office during 1997-1999, and has broad experience on Chinese energy projects. Prior to Beijing, Paul was based for 18 years in Vinson & Elkins' London office, and was Managing Partner of that office for 14 years. He has also spent significant periods working in our Singapore office in recent years.

Representative Experience

  • Representing a large Chinese company in connection with acquisitions in Kazakhstan and Africa
  • Representing a major international oil company on matters relating to the Sino-Russian crude oil pipeline
  • Representing one of the largest multi-national energy companies in the development of a port, LNG regasification facilities and gas transportation arrangements in Gujarat, western India, including negotiations with Indian Government agencies and advice relating to other aspects of the project
  • Representing Occidental Petroleum Corporation in relation to Project Dolphin, a major cross-border pipeline project which is one of the world's largest integrated energy projects; the initial phase of the project involves the development and production of natural gas in the North Field of Qatar, the construction and operation of a 440 km cross-border subsea pipeline from Qatar to Abu Dhabi and Dubai, and the marketing of natural gas and liquids;  this project was shortlisted in 2000 for the "International Project Finance Deal of the Year Award" by the International Financial Law Review
  • Represented clients on electric power projects in China, Indonesia, and other Asia/Pacific nations
  • Advising clients on agreements relating to pipelines in the Caspian Sea Region
  • Advised several European, Asian, and African governmental entities on energy projects in various parts of the world
  • Represented the developer in connection with the development and financing of the Teesside Power Plant (1850 MW) in England
  • Represented U.S. lenders in connection with the financing of a power plant in South China
  • Represented multilateral lenders on the Chernogorskoye Field financing, the first project financing of a privately-developed oil field in Russia
  • Represented multilateral lenders in the financing of Conoco's Polar Lights project in Russia
  • Represented the developer of a 500 MW gas-fired power station in Indonesia in the negotiation of a gas sales agreement with Pertamina, which was signed in 1997
  • Represented the government of a central Asian republic in the successful negotiation of petroleum agreements with two large European energy companies
