Biography
Gary is Co-Administrative Partner of the Dubai office and a member of the firm's worldwide Project Finance and Development Practice Group. His practice principally consists of representing owners/developers and lenders in major energy transactions. He also has substantial experience in the regulation of energy, including natural gas pipeline and LNG facility certificate and rate matters, cogeneration and other electric regulatory matters, oil pipeline matters, gas and liquid pipeline safety and administrative litigation.
Gary has broad experience in the area of energy business transactions, including hydrocarbon sales and transportation, pipeline construction, joint ventures, and acquisitions.
Gary joined the firm's Houston office in 1983 and moved to the Washington, D.C. office in 1991. He was resident in the firm's Singapore office from 1997 - 1999, returning to Washington. He joined the firm’s Dubai office in 2006. Before joining Vinson & Elkins, Gary spent six years with Exxon as an engineer in long-range supply planning for refining, marketing, and gas processing, and in its oil pipeline group.

- Representing the developer of an integrated natural gas liquefaction project in Nigeria
- Representing one of the developers of an aluminum smelter in the UAE, to be the largest single site aluminum smelter in the world
- Representing the developer of one of the largest gas fields ever discovered in India, involving the development of a number of deepwater wells and the construction of a large-diameter, 1400 km gas pipeline across the subcontinent, in a variety of matters including gas sales, gas transportation and related agreements
- Representing the operator of a petrochemical plant in India in negotiations for the supply of ethane/propane feedstock
- Responsible for refined product offtake, crude oil supply and other contracts for a new petroleum refinery in India, one of the world's largest
- Representing one of the developers of the first train and the second, third and fourth expansion trains of a natural gas liquefaction and export facility in Trinidad in a variety of matters related to gas supply, transportation, processing, LNG sales and corporate structure. The first train was financed on a nonrecourse basis and represented the largest industrial project ever undertaken in the Caribbean
- Developing a form master agreement for the purchase of spot cargoes of LNG for importation in the United States
- Representing the acquiror in a proposed acquisition of a company engaged in the marketing of regasified LNG
- Representing one of the developers of a project to develop Bolivian natural gas reserves for export by pipeline to a gas liquefaction plant on the Pacific coast, for shipment to a planned import terminal in Mexico, including representing the developer in a project joint development agreement and in terms of sale for the LNG
- Representing the developer of an iron ore processing facility in Mozambique regarding gas supply, power supply and governmental matters
- Representing a gas pipeline consortium in an open season for an expansion of an Argentina to Chile pipeline, along with related matters
- Representing one of the owners of a natural gas pipeline from Bolivia to Brazil, regarding the gas supply and transportation agreements required for the expansion of the system and construction of a power plant
- Representing the developer of a natural gas project in Indonesia to supply fertilizer and LNG markets
- Representing a major international oil company in an integrated energy project in Bangladesh involving the development of a gas field, construction of a pipeline and development of a number of power plants to be fueled by the gas
- Representing a major energy company in various transactions for the processing of petroleum product pipeline transmix
- Representing a major energy company in the acquisition of a cogeneration plant from a refinery
- Representing an international energy company in the acquisition of shares in a company owning a power plant in China
- Responsible for the project contracts for a district cooling system in Singapore
- Responsible for the gas sales and transportation contracts in a US$1.2 billion natural gas project in Indonesia, financed through nonrecourse loans, involving the development of gas fields and the construction of processing facilities and pipelines to transport the gas for use in crude oil production 540 kilometers distant, and including an innovative gas-for-crude exchange
- Assisting the developers of another large natural gas project in Indonesia, involving the development of offshore gas reserves and the construction of a pipeline into Singapore for sales of gas into the Singapore market
- Representing the owner of an LNG storage and regasification terminal in negotiations with storage customers and related regulatory authorizations before the U.S. Federal Energy Regulatory Commission (FERC)
- Representing a major U.S. natural gas pipeline in the negotiation of a number of agreements for new transportation service and the construction of pipeline facilities to serve distribution companies and power generators, and handled the U.S. FERC certificate and tariff approvals for these projects
- Responsible for the gas sales and transportation agreements in representing a lender in the nonrecourse financing of a U.S. gas pipeline system that was assembled from existing segments of crude and gas lines and new construction, and represented the lender in a later proposed expansion of the original facilities
- Representing the purchaser in the proposed purchase of an LNG import, storage and regasification terminal
