Biography
Victoria focuses her practice in the area of public finance and urban development.  Her public finance practice focuses on work as bond counsel in public financings involving state and local issuers, including the financing of multifamily housing and educational institutions.  Victoria also has represented municipal utility districts, redevelopment authorities/tax increment reinvestment zones and management districts.

She has also worked with various non-profit organizations in connection with their organization and filing for tax-exempt status.
