Biography
Neil's principal areas of practice are antitrust and litigation. His antitrust work includes counseling, litigation, and representation before the U.S. Department of Justice, the Federal Trade Commission and various state antitrust agencies in connection with mergers and acquisitions, Hart-Scott-Rodino concerns, and general agency investigations. Neil's litigation experience includes representation of clients at both the trial and appellate levels in various federal courts, as well as in the D.C. Superior Court.

Experience
- Represented a major communications/Internet equipment manufacturer before the Antitrust Section of the Department of Justice in acquisition of another equipment supplier company
- Represented a major energy company in an investigation by the Antitrust Section of the Department of Justice of the sale of the company's electric utility subsidiary
- Represented the company that owned and operated the largest group of radio stations in the U.S. in antitrust matters before the Antitrust Section of the Department of Justice
- Represented a former bank holding company in U.S. Bankruptcy Court litigation involving debt and lender liability claims
- Provided antitrust counseling and advice to a major food producer in a variety of transactions including joint venture formations, acquisitions, and distribution arrangements
- Represented a manufacturer of automated drug dispensing equipment in a Federal Trade Commission investigation of the sale of the company to a drug distribution company
- Represented a major operator in the marine oil field services business in a Department of Justice investigation of its purchase of various pipeline construction assets from another oil field service company
- Represented a large natural gas pipeline and electric company in a Federal Trade Commission investigation of the sale of several of its natural gas gathering and processing companies
- Represented a large national for-profit hospital/health care company in a variety of antitrust matters, including investigations by the Federal Trade Commission of acquisitions of other hospital companies and individual hospitals assets; advising on Hart-Scott-Rodino matters; and providing general antitrust counseling
- Represented a large manufacturer of check processing equipment in a Department of Justice investigation of its acquisition of another manufacturer
- Represented one of the Bell operating companies in its appeal to the Fifth Circuit in a private antitrust lawsuit in connection with its Yellow Pages operations
- Counseled a wide range of healthcare providers, including for-profit and not-for-profit hospitals, PPOs, HMOs, physician organizations, and medical associations on a variety of antitrust issues including acquisitions, joint ventures, formations of networks, and Robinson-Patman issues
- Represented a major foreign glass manufacturer in Federal Trade Commission investigations of several acquisitions and joint venture formations
- Represented an electric utility in antitrust litigation involving the rail transportation of coal to electric generating plants
- Represented a large oil field service company in several merger investigations before the Antitrust Division of the U.S Department of Justice
