GROUPS LAUNCH VOTER EDUCATION DRIVE IN THE DELAWARE RIVER BASIN

The New York League of Conservation Voters Education Fund (NYLCVEF)
and the Friends of the Upper Delaware River Basin (FUDR) kicked-off a
voter education drive last week. The first-ever voter drive urges
citizens to learn about candidates’ plans to address flooding issues
in the Delaware River Basin and elect to state and federal office on
November 7 the candidates who are best qualified to address this
important issue.

INTENT TO SUE HANCOCK BACKGROUND AND CLARIFICATION
In
response to the widespread channelizing and dredging that has been
done in the Township of Hancock after the recent flooding, on August
25th, FUDR filed a formal Sixty Day Notice of Intent to sue the Town
citing serious violations of the Federal Clean Water Act. This action
was taken after attempts to contact Town officials to explore
alternatives and stop the destruction, were unsuccessful. In the
ensuing weeks, as a result of this action, there has been considerable
controversy surrounding FUDR and the filing of the Intent Letter. Much
of this discussion has been emotional, much has been inaccurate, much
misunderstood and some misrepresentative. My hope, with this letter,
is to try to clarify and set the record straight.

In
the wake of the recent flooding, the initial reaction of many
communities along the Delaware River was to dredge or channelize the
nearby tributaries and streams. So
far, with one exception, none of these communities has undertaken such
a massive course of action. We
sincerely hope that’s because, as anxieties have somewhat relaxed,
there is a growing realization that the destruction caused by
channelizing tributaries would serve only to increase water velocity
and soil erosion - worsening future flooding. - while simultaneously
and needlessly destroying the environment. And we hope, there is a
growing awareness that there is a viable alternative – the
scientifically based floodplain/tributary restoration plan FUDR has
put forth.

state and local elected officials fro m New
York and Pennsylvania and
major conservation organizations from New York State, Pennsylvania and
New York City, the Friends of the Upper Delaware River (FUDR)
announced a major long-term tributary and floodplain restoration
program for the Upper Delaware watershed to begin in early 2006.

by Joan Wulff in 2003, the Catskill Fly Fishing Center and Museum Lee
Wulff Conservation Award recognizes an individual who has made a
significant contribution to the conservation of wild game fish through

Although related to the rate of reservoir release, it is
the water’s temperature that is the single most critical factor to
the survival of wild trout. By
extension, the water’s temperature (accurately measured at the
appropriate locations) is then also vital to both fishing and to local
fishing related economies.

I read with deep concern the statement in the
July 14th edition of the Times Herald-Record:
“When pressed about his priorities, Bonacic said, ‘People and homes over fish, that is the priority
we will be pushing.’ ” I truly hope that statement was made in the
emotion of debate over the recent and very tragic flooding, and that
it is not your genuine conviction. It is, most assuredly, not – nor
should it be construed as - a question of fish versus people

WEATHER
The temperature and flow of tributaries and springs
within the three main tributaries have a profound but unmeasured
effect on the temperature and flow in the designated trout management
sections. The Delaware River system spans hundreds of miles.
Local weather conditions have important, unpredictable and often
un-recorded effects on the waters under consideration.

OPPOSED TO HIGH VOLTAGE POWER LINES
In a press statement issued March 31st,
New York Regional Interconnect, Inc. (NYRI), a new Albany based,
private company announced its intention to file an application in May
of this year with the New York Public Service Commission to develop,
construct, and operate a 200-mile, 400± kV high voltage direct current
(HVDC) transmission line extending from Marcy (Utica), NY to Rock
Tavern in Orange County, NY.
