Roads Service was established on 1 April 1996 as an Executive Agency within
the Department of the Environment for Northern Ireland. Following Devolution
on 2 December 1999, the Agency moved to the new Department for Regional Development.
Our Framework Document sets out our relationship with the Department and
explains our accountability to Ministers. We operate within the context
of the Department's overall Vision, Strategic Aims and Objectives.

To facilitate the safe movement of people, goods and services for the social
and economic benefit of all people in Northern Ireland.

Within the resources available, our key objectives
are to:
- deliver our part of the Regional Transportation
Strategy for Northern Ireland 2002-2012;
- maintain the road infrastructure to keep it safe,
effective and reliable and to preserve the value of
the asset;
- manage and improve the road network to promote safety
and efficient operation;
- improve journey times on the motorway and trunk
road network;
- deliver quality services for our customers and stakeholders
in a fair and equitable way;
- operate to resource limits and improve value for
money; and
- support and motivate all our people to achieve the
Agency's objectives; and
- plan and facilitate the smooth transfer of all current Roads Service responsibilities to the new structures by May 2009, taking account of the outcome of the Review of Public Administration.
