ACTIVE
15th December 2006 |
The Department carried out a public consultation on a Proposal for a Draft Street Works (Amendment) (NI) Order between June and September 2006. This legislation would help the Department control and manage works undertaken in streets by utilities, and should therefore minimise the level of disruption and inconvenience experienced by road users in Northern Ireland. A report on the public consultation has been prepared, which sets out the Department's findings. |

Roads Service is consulting on a Proposal for a Draft Street Works (Amendment)(Northern Ireland) Order. The draft Order in Council would update the Street Works (Northern Ireland) Order 1995 and is largely aimed at improving the management of utilities' street works, to help minimise congestion and reduce disruption to traffic. The draft Order would provide new or enhanced primary powers, which would bring street works management arrangements in Northern Ireland more into line with those in England and Wales. |

Network Maintenance, Roads Service HQ

30 June 2005 |
In recent years the volume of traffic using the road network has increased, as has the number of works carried out by utility companies placing and maintaining their apparatus in the road. The Department recognises the frustration caused to motorists by these street works, and so new legislative measures are proposed to tackle the disruption and congestion. These policy proposals reflect many provisions recently enacted in England and Wales by the Traffic Management Act 2004. A report outlining the comments received and the Department's response to these, as well as consultees' comments in full can be accessed via the links below. |

Consultees' Responses
It is now becoming more common for the private sector to be involved in the operation of the public road network. The Department has therefore developed additional proposals for inclusion in the proposed Street Works (Amendment)(NI) Order, to enable it to delegate some of its functions under street works legislation. A supplementary consultation on these proposed measures is being carried out to gain consultees' views.

Transport Assessment aims to provide enough information for
DOE and DRD to understand how the proposed development is
likely to function in transport terms. It should assist in
identifying mitigation measures to minimise any adverse impacts.
The submission of a comprehensive Transport Assessment to
support the planning application can help speed up the planning
process.
