What Coverage Is Available For Terrorist Incidents?
Terrorism coverage means you can cancel or interrupt your trip if a Terrorist Incident happens within a certain number of days of the scheduled departure date for your trip. Trip Insurance Store.com's plans use "within 30 days of the scheduled departure date for your trip".
Next, Terrorism coverage does not include a government mandate (ie - all planes are grounded). One of travel insurance's exclusions says "Any government regulation or prohibition".

Act of Terrorism protection for Trip Cancellation & Interruption
We will pay this benefit up to the amount on the Schedule of Coverages, if a trip is cancelled interrupted or delayed due to A Terrorist Act (or acts) which occurs in your departure city or in a city which is a scheduled destination for your trip provided the Terrorist Act (or acts) occurs within 30 days of the scheduled departure date for your trip. For residents of WA, WI, ME, NH, and NC coverage does not apply to your departure city and is for a terrorist incident in a foreign city to which you were scheduled to arrive within 30 days following the incident.

"Terrorist Incident" means the unsanctioned and illegal use of violence which caused destruction of property, Injury, or death by an individual or group for the express or implied purpose of achieving a political, ethnic, or religious goal or result.
A Terrorist Incident does not include general civil disturbance, rioting, an act of war (declared or undeclared) or the intentional release of a biological material.
