This global event is in follow-up to the First ICAO Aviation Language Symposium (IALS/1), held in September 2004. Since then, the civil aviation community has pursued the implementation of the ICAO language proficiency requirements. The language training and testing community has developed a wide range of training and testing solutions. In view of the applicability dated of the new language proficiency requirements in Annex 1 – Personnel Licensing (5 March 2008), it is timely to draw on lessons learned and to establish an implementation plan for what remains to be done.

The theme of IALS/2 is: "Language Proficiency: Implementing the Requirements". The symposium has two main objectives. The first objective is to present models of implementation of the provisions and initiatives that support quality aviation language training and testing. The second objective is to provide participants with tools to develop implementation plans of the language proficiency requirements within their respective organizations. Three panel sessions will be held, the description and objectives of which are in the objectives of panel sessions link.

Representatives of all stakeholders in the implementation process are strongly encouraged to participate. Stakeholders include, but are not limited to: civil aviation authorities, licensing authorities, international and regional safety organizations, air operators, air navigation service providers, aviation language testing services, language training services, organizations representing pilots, air traffic controllers and aeronautical station operators, and members of the academic community.
