Biography
Jeff's practice focuses on mergers and acquisitions, project development and finance and corporate finance and capital markets transactions, with an emphasis on cross border and privatization transactions in the energy and telecommunications industries in Europe, the Middle East and North Africa. Jeff has represented developers, corporate issuers and acquirers and their advisors in numerous cross border transactions. He also has substantial experience in the areas of project bond financings and public and private debt restructurings.
Jeff is the head of the firm's London Office and co-head of its Dubai Office and Middle East and North Africa Practice Group. He also serves on the firm's Practice Management Committee and Corporate Governance and Compliance Committee and is a member of the firm's Project Finance and Development, International, Private Equity, Corporate Finance and Securities, and Mergers and Acquisitions Practice Groups.
Jeff maintains offices in both London and Dubai.

Representative Experience Mergers and Acquisitions View All- Represented the financial advisors and lenders in a financing for the acquisition by a French energy services company of a Norwegian company
- Represented a Middle Eastern private equity group in its acquisition of a large stake in a European/American industrial concern
- Represented a U.S. energy company in the sale of its gas storage assets in England
Privatization
- Represented a telecommunications infrastructure company in connection with the privatization and acquisition of state-owned broadcast and telephony infrastructure in Italy
- Represented a telecommunications infrastructure company in connection with proposed acquisitions of state-owned telecommunications infrastructure in Finland, Czech Republic, Switzerland, Portugal and France
Projects View All- Represented a European private equity concern in the financing of numerous wind energy projects throughout Europe
- Represented an international energy project developer in the creation of a public funding structure for multiple projects
- Represented the developer in the first project financing of a merchant power plant in the United Kingdom
Capital Markets
- Represented the issuer or underwriter in numerous U.S. domestic and international capital markets transactions, including IPOs listed in the U.S. and on European markets and offerings of investment grade and high yield debt
