January 25 D-Trade Update from the Director of Licensing Last Updated: January 25, 2007 The acceptance date of the new D-Trade software remains unknown at this time. The previous version of D-Trade is fully functional, so applicants should continue to submit DSP-5s, -61s, and -73s as new applications. Applications Submitted Between January 8 and 10 If you submitted a D-Trade DSP-5, -61 or -73 license application between January 8 and 10, you MUST resubmit the application. The entry in the Transaction ID block must be prefaced with “XXX.” For example, an application for OIF/OEF should be identified as follows: “XXXOIF/OEF (followed by your unique Transaction ID).” The only exception is if you submitted the “downloadable” paper application between January 8 and 10 (for these cases, resubmission is not necessary). To date, less than half of the applications that need to be resubmitted appear to have been resubmitted. All D-Trade DSP-6, -62 and -74 amendment forms submitted between January 8 and 10 must be resubmitted on DSP-119 forms. We cannot process the D-Trade DSP-6, -62 and -74 amendment forms using the older version of D-Trade software. Note: If your application was submitted and approved between January 8 and 10, the issued license is no longer valid. Even if you were able to print the license, DO NOT attempt to execute a shipment using the printed license. You must resubmit per the above instructions and a replacement license will be issued once your case has been reworked by a Defense Controls Analyst (Licensing Officer), bearing a new license number. Applications Approved Between January 8 and 10 The problems associated with the new software installation extend beyond the new cases received between January 8 and 10. Cases received prior to January 8 but finalized during January 8-10 were rolled back to the last action taken by the analyst as of Friday, January 5. What this means to you, the applicant, is that a case that was approved on January 9 may be reflected in D-Trade as being “In Review” or “In Assign.” For those of you who had a case showing as “Approved” but is now showing as “In Review” or “In Assign,” a license will be available for downloading (printing) once the case is reworked and finalized. We expect to complete action on cases previously approved by January 30. Licenses Issued Between January 8 and 10 If you have received an issued license via D-Trade between January 8 and 10, send an e-mail to Commander Brault (braultla@state.gov) identifying the license number, as well as the company name, company contact, and date received. Unless otherwise directed, DO NOT resubmit cases for which a license was received. We regret the length of time taken to resolve the issues associated with the software installation and subsequent rollback. It is most disappointing to realize that the rollback also minimized the enormous progress made during November and December to reduce the large number of pending cases in our inventory.
