Change Of Address


OSCARS is a One-Stop Change of Address Reporting Service system that informs participating government agencies and statutory boards of your change of residential address. All you are required to do is to report your change of address at the Immigration & Checkpoints Authority (National Registration Office) or any Neighbourhood Police Centre/Post or Police Divisional Headquarter to inform the officer/staff of your move. It is a free service and does not require any payment. Once the address is changed, a sticker showing the new address would be printed and pasted onto your existing Identity Card (IC).

If you wish to apply for a new IC reflecting your changed address, then you may register for one at ICA Building.

Note: You should notify the private institutions and non-participating government agencies with which you have dealings of your change of address separately.

Procedure

  • Report your change of address to the National Registration Office at Counter 3, 3rd Storey, ICA Building or any Neighbourhood Police Centre/Post or Police Divisional Headquarter. Bring along your IC for verification.
  • Provide your new address and telephone number to the officer assisting you.
  • Verify the information in the form that the officer will print out for you.
  • Upon the change of address, an address sticker will be pasted on your IC.

Note

Application through a proxy
You may report your change of address through a proxy, who must bring his/her IC for verification, along with your IC.

Mail re-direction
OSCARS does not change your mailing address. When you shift homes, you should inform your correspondents of the change in address. You may wish to apply to Singapore Post for assistance in re-directing mail from your old home to your new address.

Advance Notice
Please note that you must report your change in address within 28 days. However, several agencies under OSCARS impose a shorter reporting time limit. For example, if you own a vehicle, the Vehicle Registration Unit requires you to report your change of address immediately.

Documents Required
Please bring along the following when registering through OSCARS:

  • Identity Card;
  • If you have enlisted the help of a proxy, he/she must produce his/her own IC for verification, as well as your IC.
  • Make a note of your exact address, including postal code and telephone number, before going to the National Registration Office/Neighbourhood Police Centre/Post, if you have not memorised it.
