Goal 8: Market Access Indicators by ITC, UNCTAD and WTO

A Global Partnership for Development: market access indicators

In September 2000 World Leaders set out a vision to improve the conditions of the world's poorest people. This vision is known as the Millennium Declaration and commits the international community to achieving 8 Millennium Development Goals covering poverty and hunger, education, gender, equality, child mortality , health, environment and development. In order to measure progress towards achieving these goals a framework of 18 targets and 48 indicators was developed by a group of international organisations.

Goal 8 - Develop a global partnership for development, covers a number of issues, of which international trade is one. Target 12 calls for the development of an open, rule-based, predictable, and non-discriminatory trading and financial system. Target 13 addresses the special needs of the least-developed countries, specifically including tariff and quota-free access for least-developed countries' exports.


ITC, UNCTAD and WTO partnership on the measurement of market access indicators

Market access indicators 38 and 39 have been defined to reflect targets 12 and 13 of Goal 8. Data for these indicators has been compiled as part of a joint effort between the ITC, UNCTAD and WTO and posted on this website to make it more widely available and enhance the transparency of the monitoring process.

  • Indicator 38: Proportion of total developed country imports (by value and excluding arms) from developing countries and from LDCs, admitted free of duty

  • Indicator 39: Average tariffs imposed by developed countries on agricultural products and textiles and clothing from developing countries

The dynamic charts presented here allow to visualize progresses on indicators 38 and 39 for developing and least-developed countries, and to compare these progress with those for other selected countries or country groups.
