I am interested in conducting an evaluation. How do I start?
A well thought-out Scope of Work (SOW) is an important initial step in the evaluation process. The Scope of Work is a plan for the evaluation. It briefly answers the big questions: who, what, where, when, and why. The best Scopes of Works deal with these questions head-on and do not postpone decisions for the evaluation itself.

Occasionally our servers are down; on such occasions you may not be able to access EvalWeb documents. Please try again to access the document. If the problem persists, please report the problem to the Webmaster. When reporting problems by email, please be as detailed and specific as possible in your description. This will help us determine the exact nature of the problem and how best to fix it.
