A power balance of the fireball (FR) being a macroscopic quantum object - plasmoid, is based on the existence of a phone of an electronic Bose-condensate (PEBC) concept. A FB quantum nature explains its main properties: low gas temperature, low radiant (light) intensity, long time of steady existence, penetration through obstacles, high levels of energy release during destruction. The mechanism of the FB formation is determined by interaction of the convectional currents with the PEBC fluctuations. The last ones are connected with the PEBC interaction with a gravitational field of the Earth Characteristic frequencies of a PEBC power spectrum and the main energy exchange parameters are determined.

Experimental researches of the fluctuations, arising in lines with distributed parameters which contain a plasma active element, have been made. The parameters of a line and plasma element simulate the energy exchange conditions similar to FB. It has been established, that the ignition of non-uniform low temperature plasma at certain tuning of parameters of a line is accompanied by the generation of high-frequency fluctuations in a narrow range (~5 MHz ) in a region of central frequency about 50 MHz. The fluctuations arise in the near electrode arrester regions and correspond to a PEBC power spectrum. Their occurrence is not connected with transients in the line, as far as during the discharge absence a specified frequent spectrum is not found out. The opportunity to use of energy of plasma fluctuations for creation sources of energy is shown.
