Spring General Assembly Meeting (Plenary)
The plenary was held in Sacramento April 27-29. Thanks to the Sacramento Green Party for
doing such a wonderful job organizing and putting on this event! We had delegates from many
new CA county locals, reports from the Global Greens Conference and current Green office holders,
and lots of great brainstorming.

Global Greens Conference
The Global Greens Conference, held April 13-15, 2001 in Canberra, Australia, was a conference of Green parties and political movements from Asia, the Pacific, Europe, Africa and the Americas, hosted by the Australian Greens.

Australian Greens Hail Global Conference Success
The Australian Greens are elated with the success of the 3 day Global Greens
Conference which was held at Canberra’s National Convention Centre.
"It was 5 years in the making but worth every minute of it," Greens Senator
Bob Brown said.
"Like the Olympics, its success depended on a small army of volunteers. We
began planning for 120 people and ended up with 800 from 70 countries.
Delegates from all over were full of praise for the facilities and outcomes.
"The agreed Global Greens Charter is a document of great significance for
world politics. It sets out a political agenda to challenge economic rationalism,
the growing gap between rich and poor, and the great environmental
problems of the age.
The charter calls for:
- all electoral systems to be based on proportional representation
- public funding and strict limits on corporate donations in elections
- bans on nuclear, chemical and biological weapons
- a Tobin tax on speculative financial transactions
- immediate ratification of the OECD Convention on Combating Bribery
of Foreign Public Officials in International Business
- a clear separation of state and religion
- ratification the Kyoto Protocol for a 5 % reduction in greenhouse gas
emissions but a target of 20%-30% reduction by 2020
- phasing out of nuclear power
- a World Environment Court for environmental law breakers
- a worldwide ban on patenting of living creatures
- reform or abolition the World Trade Organisation
- domestic environmental laws to be applied to mining and logging
companies operating overseas
- women’s right to control their own fertility
- a ban on mandatory detention of asylum seekers
- abolition of the death penalty worldwide
- a 5 year moratorium on genetically engineered crops
- removal of the veto power of the UN’s Security Council
- lifting the debt burden on developing countries
"No other political party in the world could have negotiated such a
comprehensive platform. The Global Greens Charter is a responsible, far
reaching, progressive program that will help guide the growing Green tide
around a the planet," Senator Brown said.

The Green Party of California is outraged by the convoluted approach to
the current energy crisis and demands that our state legislature integrate
common-sense, consumer friendly, sustainable measures put forth by this
state's fastest growing third party.
The Green Party recommendations lay out a comprehensive agenda for
establishing an energy policy that supports conservation, public control,
renewable energy, tiered pricing, and forcing PG&E; to use it's corporate
assets to bail itself out. The full proposal lays out the skeleton of a
plan for a massive energy conservation effort in the state.
