Problem overview:

     Awareness and visions: UNCTAD has launched a millennium project called ‘The Book of Aspirations’, which is a collection of ideas to for solutions to solve global problems.

     Integrating stakeholders: People from all walks of life have been invited to contribute their personal ideas in this book.

Background in summary:

     The Book of Aspirations - solutions to global problems: On the eve of the new millennium, Mr. Rubens Ricupero, Secretary General of UNCTAD, has launched a Year 2000 project entitled the Book of Aspirations. The Book of Aspirations will focus on possible solutions to current economic problems-ideas to give reasons for real hope of a better future for the citizens of the 21st century.

     Every global aspect will be covered in this book: The 'UNCTAD X Selection' of the Book of Aspirations contains summaries of selected entries in the areas of children, education and training, socio-economic development, trade and investment, development, science and technology, environment, peace and prosperity and etc. The Book will bring together ideas on valid reasons for hope for a better future for the people of developing countries in the 21st century.

     Contribution of ideas received from around the world: These ideas will come from people from all walks of life; non-governmental organizations, academics, members of the private sector and individual members of the public - contributing their views and experience on development and an action towards a better future that can touch lives in a real way.

Comments on this example:

      In the year 2000, the Book of Aspirations will be complete. The expected process then is to turn the conceptual part into reality by passing on these creative suggestions to the policy making level. Time will prove whether the Book of Aspirations could actually create any positive changes to the world and it is going to be a challenging task for the people involved and especially for UNCTAD to make it possible.

Sustainability of the project:

     Awareness and visions: In terms of creating awareness, the Book of Aspiration can serve as a mirror to reflect how many people are aware of global problems and how they think the problems can be solved. The Book also encourages public participation by inviting people to submit their own point of view towards problem solving. Finally, because the book is a compilation of various comments from people around the world, it has an essence of diversification in the information conveyed.

Adaptability of the project to other situations:

      The Book of Aspirations is still in the conceptual phase. Making improvements in the economy or environment has not been physically possible yet. Therefore, the ratings for "Improvement in either the environment of economic condition with no harm to the other" is 2.

      Since this book has been made available via both the internet and ordinary mail, access to this book is open to everyone regardless of location, culture or level of development. Hence, the ratings were given the highest level of 1.

Process of decision making and implementation:

     Integrating stakeholders: Hopefully The Book of Aspirations will receive much interest and contribution from the public. It is always better to have more stakeholders involved because there will be a diversification of fresh new ideas. Especially if contributions come from research and educational institutions where research have been carried and the findings are more concrete and solid.
