“The Negroponte Doctrine” concerning UN Security Council Resolutions
on the Middle East

  1.  A robust condemnation of acts of terrorism and all forms of incitement to terrorism.

  2. An explicit condemnation of Hamas, Palestinian Islamic Jihad, Al-Aqsa Martyrs’ Brigades as organizations responsible for acts of terrorism.

  3. Call for dismantling the infrastructure, which supports these terror operations, wherever located, in compliance with UNSC Resolution 1373.

  4. Call upon all parties to make a commitment to pursue a negotiated settlement.

  5. A recognition that the issue of Israeli withdrawal to the September 28, 2000 positions is connected to an improvement in the security situation through reciprocal steps by the Palestinians and Israelis, as called for by the Quartet.
