Your Excellency,
I have alerted you, Mr. President, again and again to the danger of the misuses
of the electric waves that are the top scientific and technological development.
I, one of the victims of the misuses, have to take steps to resolve this problem.
I set up a meeting for the victims of the misuses of the electric waves on
January 25th, 1998. We had organized twelve victims. Although only four victims
attended the first meeting, we had very useful discussions. We decided to meet
once every month.
Although I have set up this meeting, strangely enough, I have not been able
to rid myself of the ill feeling. The fact of the matter is that, although
I am a victim, I have not been able to summon the energy to tackle the misuses.
This is because I may be under mind-control by the misuse of the electric waves,
but I am convinced there are different reasons. I feel compelled to clarify
my present bad feeling and why I have not been able to rid myself of it. I
think this clarification is very important before tackling this problem, otherwise
I might be dragged into an undesirable direction.
Why does the problem of the misuses of the electric waves not inspire me with
the will to pursue it? Undoubtedly one reason is that I have not been able
to find any impressive matter in the misuses though I attach importance to
impressions. It is a matter of course because these are misuses. I am not ignorant
about the possibility of the useful use of the electric waves from my experiences,
yet I am not impressed. I usually think of art in a very wide sense. For example,
all deeds of human beings are a kind of art, all deeds of human beings should
be directed toward the exact meaning of artificial art. And I think those deeds
observe ethics. My task until now has been to pursue the ethics that human
beings must observe. I gladly engage in this kind of effort. However, the misuses
of the electric waves are the total opposite of my ideal of ethical deeds.
They are, of course, also the complete opposite of the Makoto-spirit observed
in Japan. Why do I have to struggle to pursue the causes of abnormal unethical
deeds? This is the reason I cannot get the ill feeling off my mind.
The human deeds I have pursued as art are the kind of deeds that give people
peace of mind. This peace of mind frees people from bonds and gives them a
feeling of emancipation. It incorporates the ethics that all human beings should
live by. It exists in the legacy of our ancestors who asked themselves: メHow
should human beings exist?モ It seems that the misuses of the electric waves,
which are the same as the misuses of the top science and technology, have challenged
me who ask メHow should human beings exist?モ I would like you, Mr. President,
to know the fundamental difference between the way our ancestors pursued human
science and that of present scientists. Our ancestors' way is to ask メHow should
human beings exist?モ under natural circumstances. And the way of present scientists
is to try to understand the functions of homo-sapiens using men as guinea pigs
by scientific and technological productions. The latter mistaken human science
has come about as a result of the integration of the question メWhy does homo-sapiens
exist?モ and the way of thought that attaches importance to human reason. As
I think that the former Japanese type of human science is right, I would not
want to be taken advantage of to develop the latter even if I have been a victim.
I am not sure how valuable my knowledge is, but whatever it may be, I would
not want my brain to be used to pursue the latter type of human science. This
is one of the reasons that I have not been able to rid myself of the ill feeling.
The other reason is that I see the abnormal intentions in the misuses. They
must be the result of an integration of abnormal intentions and top science
and technology. These abnormal misuses of top scientific and technological
productions represent the extreme of the latter type of human science. These
abnormal intentions which are the origin of the abnormal misuses may have guided
human history until now. These misuses are so abnormal and powerful that they
make me think this way. Although all deeds are the same, each human deed expresses
distinctive features. The misuses of the electric waves are no exception. I,
who have experienced the misuses more than anyone else, have to think as described
above. Tackling this problem is the same as tackling the abnormal intentions
and the ringleaders that have seized the world. This fight must not be only
my fight but that of every normal human. This must not be an object to pursue.
If people misunderstand the problem to be pursued, they will only be drawn
in by the miserable abnormal intentions of the misusers. One reason, that I
have not been able to rid myself of the ill feeling, must be that I cannot
fight against this problem openly but can pursue it only privately and unwillingly
through cooperation with other victims.
What is the opposite of the abnormal intentions? It must be the spirit. I
think the problem is that old Greek philosophy justified the big change from
rationality based on the spirit to rationality based on human reason. It has
become very difficult to deny the experiment of the old Greek city-states.
I feel there is a contradiction between the thought of Socrates who attached
importance to the divine revelation メUnderstand yourself!モ and the democracy
of old Greece. There is also contradiction between the poems of Homer and the
democratic procedure. I believe there is a misunderstanding about the divine
revelation. Democracy must be accompanied with high spirit. In the teaching
of the Japanese, Sontoku Ninomiya, the relation between Makoto spirit and Suijo
is a good example. Everything based on high spirit is done rightly. This is
the same not only in Japan but all over the world. In this way, a majority
decision is a right decision. However, what we can learn from history is that
democracy has been misused as a justification to dispose of the spirit. Democracy
that is not based on high spirit gives people a justification to dispose of
the spirit and spur to lose it. Does the spirit belong only to religion in
Western countries? I do not think that the segregation of religion and politics
in Western thought explains the real segregation. I think that we should stop
trying to understand the segregation in the light of history. Now everyone
by himself can think about the segregation based on humanity. It has become
possible by asking メHow should human beings exist?モ It is impossible by asking
メWhy do human beings exist?モ Fortunately, the Japanese have continuously and
unconsciously existed only by the Makoto-spirit. The justification for Japanese
has been the Makoto-spirit alone. It is natural to arrive at the question メHow
should human beings exist?モ as a result of pursuing the spirit.
It is not the case in Japanese society to focus on the mind as Japanese attach
importance to the spirit. Therefore, there is no need in Japan to develop science
that investigates the mind, such as psychology. I would like you to pay attention
to this difference because this is a very important point in politics. Politics
based on the spirit and politics based on the mind show very different aspects.
It seems to me that Western political methods have failed to imprint the spirit
on democratic procedure. And the Western tendency to think of the segregation
of religion and politics is based on the history of the West. These are the
reasons that people tend to be inclined toward the mind. The Second World War
could be understood as a war that decided the change from spirit to mind. It
may be wrong to assume that spirituality was the prerogative of Japan, because
Germany was also a very spiritual country and Japan's ally. As it was, the
Second World War resulted in a victory for the mind.
The victory of the mind and the rapid development of science and technology
are an important relation that should not be overlooked. It is a big problem
that top science and technology are being used based on the unstable mind.
Science and technology, which bring about the estrangement of humanity, are
being used based on the unstable mind. Evidence of their extreme is the misuses
of the electric waves that I have suffered. It is the misuses that resulted
in an integration of the evil mind and top science and technology.
One should not be blind to the change from the spirit to the mind for the
Japanese who have lived by and originated the Makoto-spirit. However, Japanese
history has been such that importance was not attached to what it should have
been attached to. But there must be evil intentions to do so. The successful
change to the mind by evil intention was integrated with science and technology,
and developed further into mind-control. This also explains the diabolical
misuses of the electric waves in human history.
All of this leads me to think that the Vice, that has designed human history
and has occupied the top of the human hierarchy, has monopolized the use of
the electric waves and has misused them. There have been trends that have eliminated
the spirit from democratic procedure since the age of ancient Greece and have
made people yield the misunderstanding concerning the segregation of religion
and politics. The Vice that has made up the above designs may have, at last,
seized the world. The outcome will be the complete opposite of my ideals. Although
I should be encouraged to fight against the Vice knowing those realities, I
cannot go straight into the fight because all methods which I need to fight
have been seized by the Vice to stop my fight from escalating. The present
structure of world domination drives me into this position. This is also one
reason that I have not been able to rid myself of ill feelings.
I have continuously studied by myself to pursue the ideal way as to メHow should
human beings exist?モ Although I am not sure that my ideal is perfect, I am
quite confident about it. This ideal should be the mainstream in the human
way of life. Surprisingly, there have been productions which have made me think
my way was merely a branch under mind-control due to misuse of the electric
waves. This clarifies that the misusers dislike to place into the center what
must be the mainstream. From this may be inferred that this is the root of
the misusers of the electric waves that have secretly supported the branch
to become the mainstream. The fact that I have not been able to rid myself
of the ill feeling has made it clear to me that the fight against the misuses
of the electric waves is the most important fight in human history. As this
problem is of such fundamental importance, I feel it to be worthwhile to inform
you about this. It may be human history that what must be the mainstream has
become a branch, and what must be a branch has become the mainstream. This
is the time to guide human history to the correct path, and the present is
a good time to do so. What we need are politics that place into the mainstream
what must be in the mainstream. Now the ill feeling that I have not been able
to rid myself of is gone. There is no question that we can do more than merely
pursue the misuses of the electric waves. I will also direct my future efforts
in this direction. I request you to deliberate further on this matter.
