California to ban incandescent bulbs by 2012

I wonder how the legislation is worded... Is it a ban on specifically "Incandescent" bulbs? (Any particular voltage or wattage, or an across-the-board ban?) Or does it specify bulbs below a specific energy-to-light conversion? Does it specify what the replacement should be, or is that open? (i.e. I would hate to see the developments in LED lightbulb replacements to be hamstrung because some legislation specifically makes CFLs the only legal replacement.)
