Why was this program developed?

IAPC's Certified Protocol Consultant™ (CPC®) and Certified Protocol Officer™ (CPO® ) programs were developed as a way to recognize individuals for outstanding achievements and aim to increase professionalism overall by:

What does portfolio-based Certification mean? In the literal sense, a portfolio is the physical presentation of a body of credentials (demonstrating the requisite knowledge and experience through work and education) and selected material used to promote an individual professionally. IAPC's portfolio-based Certification process is an accumulation of points demonstrating the candidate's achievements and progress in education, experience, and professional development. IAPC’s training and independent validation of this systematic collection of work leads to the granting of the preeminent appellations CPC® or CPO® . The certificant’s portfolio can then showcase outstanding achievements with which to leverage business.

Who is eligible for the CPC® and CPO® ?

  • Individuals working in protocol or protocol-related professions for the equivalent of three years full time protocol experience/employment and a Bachelor Degree or higher, Or four years full time protocol experience/employment and an Associate Degree, Or six years full time protocol experience/employment without a degree
  • Individuals employed in a qualifying professional capacity within the past twelve (12) months
  • Individuals pledging adherence to IAPC Code of Ethics and Confidentiality Agreement
  • Individuals committed to protocol and etiquette careers
  • Individuals committed to continuous education and professional development

The APPLICATION is based on a point system. Points are awarded for qualifying protocol and etiquette professional experience, professional and administrative development activities, responsibility, leadership and education. Specific information for determining and reporting earned points is included in the HANDBOOK and APPLICATION.

Continuous Education: With appropriate documentation, any and all business protocol, government and military protocol, international protocol, and executive etiquette continuing education OR professional development program related to certification aspirations may earn points if the program adheres to the same internationally recognized standards as IAPC prerequisite, “Mastering Protocol, Etiquette & Civility” and is acquired through a nonprofit organization. Points will be calculated according to the formula provided in IAPC’s Candidate Handbook (HANDBOOK) and Official Application for Certification (APPLICATION). IAPC also accepts all worldwide university programs in International Affairs, as well as college/university-level studies in languages, culture, and diplomacy. IAPC recommends that you contact your local university’s educational department to determine what programs would be of interest to you. 

STEP 4, Portfolio Assessment:

  • IAPC’s Certification Council validates the candidate’s qualifications and achievements supporting the highest international standards in protocol, etiquette, and civility. 

STEP 5, Appellation Awarded:

  • The Certified Protocol Consultant™ (CPC®) and Certified Protocol Officer™ (CPC®) are IAPC’s highest professional designations attesting to the candidate’s education, experience, and qualifications.

STEP 6, Recertification:

  • INVESTMENT: $1995/Members or $2295/Non Members USD Non Refundable
    Recertification:
     Initial certification is valid for three years ending on December 31st of the third year following an official Award of Certification. To maintain CPC® or CPO® status, certificants must recertify every three years. Recertification is based on evidence of continued employment in the protocol and etiquette (or protocol and etiquette related) industry and applicable continuous education.

Q.   What is involved in recertification?
A.   Every three years certificants are required to recertify to maintain the CPC® or CPO® designation by documenting ongoing involvement in the industry, continued employment, and education. To be recertified, CPC® and CPO® ’s must complete a recertification application. Recertification requirements are consistent with those for the original application. Typically, the first recertification notifications are mailed to CPC® and CPO® ’s during the first quarter of the expiring year.

If a certificant fails to recertify within the appropriate guidelines, permission to use the appellation will be rescinded.  Unauthorized use of a registered trademark is a copyright infringement. The International Association of Protocol Consultants® (IAPC™) will take all action necessary to prevent the improper use of the CPC® or CPO® designation by individuals who fail to recertify.

How are the Certified Protocol Consultant (CPC®) and Certified Protocol Officer (CPO® ) programs governed?

The Certification Council (designated by IAPC but separate from the IAPC Board of Directors) has developed, and oversees the CPC® and CPO® programs. The Certification Council is composed of five practicing Protocol Consultants and two Independent Certification Panel members. The Certification Council volunteers time to ensure the validity, credibility, and continuing prestige of the CPC® and CPO® programs. The Independent Certification Panel members provide review and direct counsel to benefit the advancement and success of IAPC programs. In addition to representing the diversity that exists within the profession, the Certification Council seeks to represent the diversity within the profession and serves as an important voice for stake holders dedicated to maintaining the highest industry standards.

DISCLAIMER: Certification Requirements, including eligibility criteria, assessment methodologies, recertification, and program policies and fees are subject to change. Applicants, candidates, and certificants must meet requirements current at the time of initial application, certification, or recertification, and must agree to abide by all IAPC policies. As the CPC® and CPO® certifications are still in a fluid stage of development, candidates and certificants should be aware that an examination to earn and maintain the credential may be a future requirement for CPC® and CPO® recertification.

IAPC Welcomes Everyone: All programs are open to Association members and non members on the same terms and conditions. IAPC Members, however, are entitled to discounts on all programs and program materials. Fees charged to non members will be higher in order to reflect dues or assessments that contribute to funding the program.

  • SURVEY

    IAPC has developed a procedure which provides for participation and comment from the affected public as well as industry professionals. The procedure includes conducting ongoing interviews of industry experts, surveying existing standards, and embracing the wide variety of needs/desires concerned with various protocol and etiquette professions. Individual consumers, academicians, government officials, and others are invited to comment on IAPC’s Protocol and Etiquette Job Essentials survey. 

    To participate, E-mail IAPC’s Headquarters at IAPC@ProtocolConsultants.ORG with contact information (including telephone and mailing address) and a SURVEY will be electronically returned. IAPC welcomes the opportunity to reflect the growth and changes in the practice of business protocol, government and military protocol, international protocol, and executive etiquette.

Historic Timeline

  • 2002 - conducted extensive research and interviewed industry authorities, distinguished academicians, groundbreaking researchers, and entrepreneurs to document market needs/desires (representing more than 100 years of industry expertise)
  • 2002 - invited the public and industry professionals to participate in a SURVEY (see survey above) to collect objective evidence to support the content of preliminary certification design
  • 2002 - developed an original strategic plan for an innovative Certified Protocol Consultant (CPC® ) and Certified Protocol Officer (CPO) Credentialing Program
  • 2003 - outlined requirements regarding appropriate education and training background, technical knowledge and experience of personnel serving on Certification Council (see names below)
  • 2003 - developed agreements regarding confidentiality, objectivity, and impartiality
  • 2003 - formed the independent Certification Council of industry peers to create an objective portfolio-based Certification design
  • 2004 - approved policy and procedures for granting, maintaining, renewing, expanding, suspending and withdrawing of certification
  • 2004 - legal review for maintaining the rights of trademarks
  • 2004 - internal audit and management review systems in place, including provisions for continual improvement
  • 2004 - members of the Certification Council were formally announced and the CPC® /CPO Programs were launched

DEFINITIONS:

To assist the public in communicating with colleagues and clients and to help avoid confusion in the marketplace, IAPC offers the following definitions:

APPELLATION: An identifying title, classification, or designation endorsing competency. 

CANDIDATE: Applicant who has fulfilled specified prerequisites, allowing his/her participation in the certification process.

CERTIFICATE: Awarded to an individual who has completed a course or program of study and may also be awarded in recognition of program attendance. See IAPC Certification definition below to understand the distinct difference.

CERTIFIED PROTOCOL CONSULTANT™ CPC® or CERTIFIED PROTOCOL OFFICER™ CPC®: Candidates qualify based on background experience for one of two appellations. If a seasoned professional currently works with business protocol, international protocol, and executive etiquette, the CPC® would be the preferred choice. However, if the seasoned professional is currently specializing in government and/or military protocol, , the CPO® is the more appropriate designation.

IAPC's CERTIFICATIONS and/or DESIGNATIONS: IAPC’s certifications are awarded to candidates who meet rigorous but fair eligibility requirements, pass a review by an independent panel, and agree to support a professional code of ethics. Certification is a voluntary process that results in credentials.

CERTIFICATION PROCESS: All activities by which a certification body establishes that a person fulfills specified requirements, including application, evaluation, decision on certification, and recertification, use of certification and logos/marks.

CERTIFICATION SCHEME: Specific certification requirements related to specified categories of persons to which the same particular standards and rules, and the same procedures apply is considered the Certification Scheme. 

DEFAMATION: Defamation is the oral utterance (slander) or written publication (libel) of false or misleading statements, or false or misleading implied statements, that are derogatory or damaging to an individual, entity, or product's reputation. Accusing someone of dishonesty or other moral deficiency or of professional or business deficiency raises particularly significant risks of defamation liability.
Generally, defamation may be committed even by those who believe they are communicating the truth. For a statement to be defamatory, it must be communicated to a party other than the speaker or author. Anyone who republishes a defamatory statement can be equally responsible, along with the original speaker or author. The defamed individual or entity may sue anyone who publishes, prints, or repeats the defamation and, depending on the circumstances, may recover from the speaker(s) or author(s) compensation for the harm to reputation. Truth is an absolute defense to virtually any defamation claim.

United States Department of Defense (DOD) Protocol Trainers
First To Qualify for Premier Credential

Washington, DC – 18 October 2006 - As a third-party, standard setting, nonprofit organization, the International Association of Protocol Consultants (IAPC)® takes great pleasure in announcing the first recipients of the prestigious designation Certified Protocol Officer™, CPC®:  Ms. Teresa Babb and Ms. Anna Hart.   

Teresa Babb is the Program Manager of the Defense Attaché Spouse Training Program at the Joint Military Attaché School (JMAS), Defense Intelligence Agency in Washington, DC.  She helps train DOD and Department of Homeland Security (DHS) officers, noncommissioned officers, civilian personnel, and their spouses selected for duty at United States embassies worldwide.  Since 2000 her thrice yearly twelve-week program has incorporated protocol, etiquette, civility, and cross-cultural information for the express purpose of improving the lives of military diplomats. The public nature of embassy assignments requires extensive preparation for success. 

Anna Hart has been the Social Director and Protocol Adviser to the Brigade of Midshipmen and Protocol Adviser to the Commandant, at the United States Naval Academy (USNA) in Annapolis, Maryland since 2003.  She is the first to develop and present a four-year officership training program in protocol, etiquette, and civility for a student population of 4,000 Midshipmen.  Her programs prepare Midshipmen to represent the Academy today and to be respected as future officers, as well as “ladies and gentlemen.”  Hart enjoys lecturing and interacting with civilian college-age people also.  She designed a model formal dining practicum for The University of Maryland Alumni Association, Student Programs and Advocacy (professional development program for Juniors and Seniors) which she has been delivering as a guest lecturer for more than a decade.

Both Hart and Babb have been recruited for the IAPC Board of Advisors.   “Certification credentials fulfill a long-standing need for competency recognition in our career field,” says Cherlynn Conetsco, Chair, IAPC Education and Certification Council.  “Serious industry professionals, including those with the federal government, know the importance of an independently evaluated and documented portfolio. In order to provide an incentive for recruiting and retention of civilians, the National Defense Authorization Act for Fiscal Year 2002 in Section 5757, Title 5, United States Code, authorizes expenses to obtain professional credentials to be paid for both appropriated and non appropriated fund employees. This policy also permits agencies to pay expenses for employees to obtain and renew professional credentials, including expenses for professional accreditation, certification, and such additional expenses as membership fees, registration fees, travel and per diem costs. DoD’s dedication to such assessments is indicated by the recent change to Title 10 of the US Code to permit the Services to use appropriated funds to pay for commercial credentials for their personnel.

The Convention Industry Council's 32 member organizations represent more than 103,500 individuals, as well as, 17,300 firms and properties involved in the meetings, conventions and exhibitions industries. Formed in 1949 to provide a forum for member organizations seeking to enhance the industry, the CIC facilitates the exchange of information and develops programs to promote professionalism with the industry and educates the public on its profound economic impact. In addition to the CMP Program, CIC is also responsible for the Hall of Leaders Program as well as the Accepted Practices Exchange (APEX). Certified Meeting Professional (CMP) Program
Setting the Standard of Excellence

Through the CMP Program, individuals who are currently employed in meeting management have the opportunity to pursue continuing education, increased industry involvement, and industrywide recognition by achieving the CMP designation. The requirements for certification are based on professional experience and an academic examination.

The foremost certification program of today's meetings, conventions and exhibitions industry, the CMP designation recognizes those who have achieved the industry's highest standard of professionalism. Established in 1985, the CMP credential was developed to increase the proficiency of meeting professionals in any component or sector of the industry by:

  • Identifying a body of knowledge;
  • Establishing a level of knowledge and performance necessary for certification;
  • Stimulating the advancement of the art and science of meeting management;
  • Increasing the value of practitioners to their employers;
  • Recognizing and raising industry standards, practices and ethics;
