PUBLIC FLOOD MEETING
Louth Town Council have arranged a public flood meeting which will take place on 3rd October 2007 in the Ballroom, Town Hall, Louth from 7.30pm.  Representatives from local agencies including Anglian Water, the Environment Agency, ELDC, LCC amonst others will be on hand to speak to public and answer questions.

Sunday 23rd September 2007 saw the Mayor's Civic Parade and Church Service take place and it was witness to a fantastic turnout of paraders including representatives of the the Army Cadet Force, the Air Cadet Force, the Guides, Brownies, Rainbows and Rangers, the Combined Cadet Force, the Fellowship of the Services, the Scouts and the British Legion.  The Market Rasen RPC Band led the parade and over 15 civic dignitaries and their partners from around the county also attended.  Reverend Richard Holden and the Team Parish of Louth arranged and presided over the proceedings at the Church Service at St. James’ and back at the Town Hall light refreshments were provided by Alvingham Caterers.  The Mayor of Louth would like to thank all who were involved for their sterling efforts in making the day a roaring success.

HUBBARDS HILLS CENTENARY CELEBRATION

Saturday 1st September 2007 saw Louth Town Council's Hubbards Hills Centenary Celebration event take place.  The event started and 12 noon and went on until 5pm.  The day marked the Centenary of Hubbards Hills being gifted to the people of Louth.  Amongst other things there was a band playing, games, competition games, duck racing, balloons, a mini steam engine display and an art event.  The day was very well attended and it was blessed with extremely good weather.  Louth Town Council thank all those who took part in the day for their help and support.

 

WELCOME NEW TOWN CLERK
Louth Town Council welcomes Mrs. Linda J. Blankley.  Linda joined the Council on 2nd July as the new Town Clerk.  She was born in Saltfleet and went to school in North Somercotes and Alford. She now lives in the Town with her husband and two children.  Linda previously worked for New Linx Housing Trust.  She is looking forward to helping the Council achieve Quality Council Status.

FLOOD
Louth Town Council would like to extend its heartfelt sympathies and sincere condolences to all those who were affected by the recent flooding in the town on 25th June 2007 and 20th July 2007.  Louth Town Council will support the affected residents of Louth as much as it can and will lobby other local authorities etc., on their behalf in the hope that such a terrible disaster can be avoided in the future. 
 

LOVELY LOUTH COMPETITION 
Every year the Town Council organises the Lovely Louth Competition.  This is aimed at beautifying the town by encouraging floral decorations of all kinds so that shoppers, visitors and sightseers will come to enjoy the many facilities that Louth has to offer and in this we are pleased to have the support of the Louth Chamber of Business and East Lindsey District Council. 

The competition is run in five classes, with cups to be held by the winners for one year, and to be returned by 31st July 2008.  This year the competition closed on 27th July and judging took place shortly afterwards.

The Winners are:

Class 1 - Shops and business premises – display of tubs, hanging baskets, window boxes etc.  These must be         viewable by the public at any time. 1st Madeira House Care Home, 2nd Fir Close Nursing Home, 3rd Stewton House Nursing Home.

Class 2 - Licensed premises – arrangement of plants and flowers, including window boxes, hanging baskets, tubs and flower borders.  These must be viewable by the public at any time.  1st Newmarket Inn, 2nd My Father's Moustache, 3rd Mayfair Family Club, Birch Road.

Class 3 - Private houses – frontage display of tubs, hanging baskets, window boxes etc.  D. Lyall, Newton Terrace, Queen Street, 2nd G. Dales, Chestnut Drive, 3rd Rodney Dodge, Broadbank.

Class 4 - Private houses – gardens visible from the road.  1st K. Addison, St. Bernard's Avenue, 2nd M. Baldock, Trinity Lane

Class 5 - Private houses – gardens visible from the road.  Open to senior citizens only.  1st P. Willerton, Monks' Dyke Road,

Louth Town Council congratulates the winners and all those who entered the competition.

CO-OPTION OF COUNCILLORS
The Town Council resolved, at its meeting on Tuesday 5th June, to co-opt the following candidates onto the following wards:

1. Mr. A. Gardner-Clarke - St. James' Ward

2. Mr. A.M. Lione - St. Margaret's Ward

3. Mr. D.E. Wing - Trinity Ward

Louth Town Council welcomes them and hopes that their time with the Council proves to be fruitful and enjoyable.

 

ELECTION OF MAYOR
On Friday 18th May 2007 Louth Town Council elected Councillor John Macdonald to be its Mayor for the 2007/08 year.  John joined the Council in June 1991.  He was previously Mayor in 1988. 

On accepting the position as Mayor of Louth, Councillor Macdonald said "It is nineteen years since I last had this honour.  Thank you Councillors for bestowing this honour upon me again.  The office of Mayor has changed significantly since I was last in office, there are now many appointments to attend outside of the town and district and even outside of the county.  I look forward to serving the town and attending as many events as I can to wave the flag for the town."

 

ANNUAL TOWN MEETING  
May 8th 2007 saw the Town Council host the people of Louth's Annual Town Meeting.  This year saw the biggest turn out in the Town's history with 235 attendees.  Attendees included 30 voluntary organisations on hand to meet and greet the public and explain the role of their organisation and many members of the public circulating.  The Town Clerk opened the meeting and introduced the Mayor who gave an overview of her year in office.  The Town Clerk then gave the Town Council's Annual Report after which Mr. Robert Bowe gave a short speech about Town Plans and the Local Development Framework.  Finally, the Town Clerk invited the public to discuss and vote upon any issues they wished.

 

CONSERVATION OF BROWN'S PANORAMA

Brown's Panorama is a bird’s eye view of Louth and the surrounding area, framed in the time warp of a busy sunny day.  Painted in 1844 from the top of St. James’ Church Spire this contemporary nationally important town panorama is on display in the Council Chamber of the Town Hall.  No other town hall in the country has a comparable asset.  The panorama was painted by William Brown and is a remarkable 360 degrees panorama on two oil on linen canvasses each 9 feet by 6 feet.  After William Brown died in 1859 the two paintings disappeared.  They were rediscovered in 1948 by Mayor Alex Slack who purchased them for the town with the aid of the National Art-Collections Fund. 

The Town Council mindful of its responsibility to preserve this important local asset and, since, the painting is on permanent public display, clearly their protection and conservation are important issues.  Therefore, the Town Council, lead by the Mayor, Councillor Mrs. M.W. Finch has had the Panorama cleaned and restored to ensure that it will be available to be viewed by forthcoming generations of townspeople who wish to locate buildings on the Panorama that are important to them.  This is entirely possible as the Town has not changed significantly since the panorama was painted and the vast majority of buildings portrayed on the canvasses are still present in the town.  To facilitate this process and to ensure that the canvasses are not damaged as a result, special high quality low-reflective glass is to be fitted to the newly restored canvasses.  One of the Country's leading large canvass conservators recommended by the British Institute of Conservation has undertaken the work.  In December the canvasses were carefully removed from the Town Hall to the Norfolk studios of the conserver, Kiffy Stainer-Hutchins.  The paintings were returned to the Council Chamber at the Town Hall on Wednesday 9th May.  They are now covered by CCTV cameras to protect their welfare and they are now back on public display.  If you wish to view the Panorama the Council Chamber is open every Wednesday between 2pm and 4pm or please contact East Lindsey District Council on 01507 601111 before travelling to the Town Hall as sometimes the Council Chamber is in use by private individuals and is not open to the public.
