The Agreement of the Central People's Government and the Local Government of Tibet on Measures for the peaceful Liberation of Tibet (Tibetan text).



The Agreement of the Central People's Government and the Local Government of Tibet on Measures for the peaceful Liberation of Tibet (Chinese text).

1. The Tibetan people shall unite and drive out imperialist aggressive forces from Tibet; the Tibetan people shall return to the family of the motherland - the People's Republic of China.
3. In accordance with the policy towards nationalities laid down in the Common Program of the Chinese People's Political Consultative Conference, the Tibetan people have the right exercise national regional autonomy under the unified leader ship of the Central People's Government.
4. The central authorities will not alter the existing political system in Tibet. The central authorities also will not alter the established status, functions and powers of the Dalai Lama. Officials of various ranks shall hold offices as usual.
5. The established status, functions and powers of the Panchen Erdeni shall be maintained.
11. In matters related to various reforms in Tibet, there will be no compulsion on the part of the central authorities. The local government of Tibet should carry out reforms of its own accord, and demands for reform raised by the people shall be settled by means' of consultation with the leading personnel of Tibet.

The Agreement of the Central People's Government and the Local Government of Tibet on Measures for the Peaceful Liberation of Tibet stipulates:

"The Tibetan people shall unite and drive out imperialist aggressive forces from Tibet; the Tibetan people shall return to the family of the motherland - the People's Republic of China." In accordance with the policy towards nationalities laid down in the Common Program of the Chinese People's Political Consultative Conference, the Tibetan people have the right to exercise national regional autonomy under the unified leadership of the Central People's Government.



On May 23,1951, the Agreement on Mesures for the Peaceful Liberation of Tibet was signed in Beijing By the delegates of the Tibet Local Government - Ngapo Ngawang Jigme, Khemey Sonam Wangdu, Thubten Tenthar, Thubten Lekmon and Samposey Tenzin Thundup - and the delegates of the Central People's Government - Li Weihan, Zhang Jingwu, Zhang Guohua and Sun Zhiyuan. Vice-chairman Zhu De, Vice-chairman Li Jishen, and Vice-premier Chen Yun attended the ceremony.



The 14th Dalai Lama cabled to Chairman Mao Zedong on October 24, 1951:"...The Tibetan local government as well as the ecclesiastical and secular people support the Agreement on Measures for the Peaceful Liberation of Tibet and will, under the leadership of Chairman Mao and the Central People's Government, actively support the People's Liberation Army in Tibet to consolidate national defense, drive out imperialist influences from Tibet and safeguard the unification of the territory and the sovereignty of the motherland. I hereby cable you to inform you of this."(pic)



In a telegraphic message to Chairman Mao Zedong and Commander-in-Chief Zhu De on October 1, 1949, from Qinghai, the Panchen Erdeni said:"...These accomplishments will surely bring peace and happiness to the people and make it possible for the nation to stand on its feet again; and with these accomplishments the liberation of Tibet is only a matter of time..."



The Wheel of Dharma presented by the Fourteenth Dalai Lama to Chairman Mao in 1954 with an inscription in the Tibetan and Chinese languages, which can be summarized as follows: When attending the First National People's Congress as a Tibetan delegate in 1954, I, the Dalai Lama, offered respectfully, according to the Tibetan politico-religious convention, this golden Wheel of Dharma to Chairman Mao, great leader of all nationalities of China, to express our best wishes.



The present offered by the Tenth Panchen Erdeni to Chairman Mao.



Both the Fourteenth Dalai Lama and the Tenth Panchen Erdeni attended the First Session of the First National People's Congress.
