Crack cocaine criminals eligible for early release from prisons
The U.S. Sentencing commission has recommended that the mandotory sentencing guidelines for crack be reduced by almost 27 months. That would in turn qualify release from prison for certain number of prisoners currently serving time for crack related drug covictions. The map shows the qualifying numbe of prisones by district courts who could qualify released from prison over the next six years.
The mandatory drug sentence laws passed during eighties have resulted in large sentences for those convicted of crack cocaine even for those with just one offense. The so called equivalency rule equates 1 gram of crack cocaine with 100 grams of powedered cocaine. Thus more people are convicted due to smaller amount of crack cocaine possession and receive larger setnences compared to those convicted of powedered cocaine It so happens that much of this small trade involves higher number of blacks comapred to any other race and therefore those serving larger prison sentences happen to be blacks. Finally the commission decided to mitigate this disparity of prison sentences received by crack and powedered cocaine criminals and suggested a retroactive reduction of 27 months in prison sentence. The map shows the number of crack cocaine criminal who may be eligible for early prison release.
