Updated Capital Gains and Taxes Paid Information Available
February 29, 2008 – The Office of Tax Analysis has added 2005 data to its information on Capital Gains and Taxes Paid on Capital Gains for Returns with Positive Net Capital Gains, 1954-2005 PDF icon and on Long-Term Capital Gains and Taxes Paid on Long-Term Capital Gains, 1977-2005, Office of Tax Analysis PDF icon. In addition, a new table has been released – Taxes Paid on Dividends and Capital Gains , 2000-2005 PDF icon.

“2008 Blue Book” Released
February 4, 2008 – The Office of Tax Policy has released its General Explanations of the Administration's Fiscal Year 2009 Revenue Proposals PDF icon. This publication is also known as the "2008 Blue Book" PDF icon.

Report on International Studies Released
November 28, 2007 – The Office of Tax Policy has released its Report to The Congress on Earnings Stripping, Transfer Pricing, and U.S. Income Tax Treaties PDF icon pursuant to Sections 435 and 806 of P.L. 108-357, the American Jobs Creation Act of 2004.

“Income Mobility” Report Released
November 13, 2007 – The Office of Tax Policy released a report of the Department of the Treasury entitled Income Mobility in the U.S. from 1996 to 2005 PDF icon. (press release)  Typographical revisions to the report were made in March 2008.


Mission

The Office of Tax Policy assists the Secretary in developing and implementing tax policies and programs; provides the official estimates of all Government receipts for the President's budget, fiscal policy decisions, and Treasury cash management decisions; establishes policy criteria reflected in regulations and rulings and guides preparation of them with the Internal Revenue Service to implement and administer the Internal Revenue Code; negotiates tax treaties for the United States and represents the United States in meetings and work of multilateral organizations dealing with tax policy matters; and provides economic and legal policy analysis for domestic and international tax policy decisions.
