關心近日西藏危機的西藏研究學者致中華人民共和國國家主席胡錦濤的聲明

敬愛的主席先生﹕

最近這兩周,世人目睹了在西藏高原各地爆發的抗爭。 雖然大部份的抗爭起先都是和平的﹐隨之在後的鎮壓行動卻往往失之粗暴﹐導致了到目前為止以藏族為主的人數不明的逮捕與為數眾多的人員傷亡。事態如此發展所引發的全球性關注及焦慮可想而之。作為學者﹐我們研究的西藏文明不只是一個學術課題﹐“她”更是一個人群的文化特質與活生生的經驗實體﹐也是世界文明中珍貴的一員﹔ 我們因此對當下的情勢特別憂心。在此﹐我們對無辜漢藏人民的傷亡表達沉痛的哀悼。然而在西藏地區我們熟悉的許多地方,人們的日常生活正在惡化﹔悲劇正在發生。就在我們起草此信的同時﹐即便是和平的示威者仍然繼續遭到逮捕、槍擊﹐而當局對他們的指控卻缺乏應有的法律程序並罔顧其基本人權﹔其他無數民眾則被迫重複政治口號﹐否定他們的宗教領袖。

眼前發生在西藏的這些事情使我們不可能繼續保持緘默。從當前的情況看來﹐當局一方面已經切斷了整個藏區與中國其他各地及世界的聯繫﹐另一方面又儘量壓制西藏境內不同的政治意見。 但是﹐藏人受壓抑的不滿由來已久﹐他們最近的發聲不是當局現在的做法能夠消除的。作為學者﹐我們特別重視言論自由。違反此一基本自由,並將中國政府不想聽見的聲音定罪只會適得其反, 增長而不是降低動蕩及衝突。

沒有人願意在他自己的生活里,身受藏人所面臨的種種表達和言論上的限制。所以﹐問題不在藏族人民對這些限制的抗拒﹐ 也不在他們最近表達出來的心聲。反之﹐問題的關鍵在於如何聽見並回應他們的聲音。把最近西藏民情的不安歸咎給達賴喇嘛,正說明了中國政府仍然在迴避本身的政策失敗——儘管後者才是民心不滿的真正肇因。 繼續妖魔化達賴喇嘛,不但令您領導的政府難以見容於國際輿論﹐更只會助長西藏人的憤怒離心。我們的專業在於了解西藏的過去與現在﹐文化與社會﹔ 對於事態的最近發展﹐我們不能不發出最強烈的抗議。這一次的事件已經在中國境內域外造成了極大的震撼﹐我們在此誠懇地支持在322日提出“12點意见”呼吁書的中國作家與知識份子群。

我們因此呼籲當局即刻停止使用武力對付中國境內的西藏人民﹐立即停止對西藏觀點形形色色的壓制﹔我們同時呼籲您所領導的政府,明確落實國際社會共同接受的人權規範﹐賦于西藏人民並中華人民共和國全體公民應有的言論自由。
