Neujahrsansprache an das Diplomatische Corps

Hochwürdigster Herr Apostolischer Nuntius,
Exzellenzen,
Herr Staatssekretär,
meine Damen und Herren!

Zunächst möchte ich Ihnen, Hochwürdigster Herr Nuntius, für Ihre freundlichen Worte und Wünsche danken, die Sie in Ihrem eigenen Namen und im Namen des gesamten Diplomatischen Corps zum Ausdruck gebracht haben. Lassen Sie mich meinerseits auch Ihnen allen und den von Ihnen vertretenen Ländern ein gutes und friedliches Jahr 2008 wünschen.

Mit großer Freude denke ich gerade in diesem Saal an den für Österreich so wichtigen Besuch Seiner Heiligkeit Papst Benedikt dem XVI im vergangenen Jahr zurück, der Gelegenheit zu sehr bereichernden Begegnungen und Gesprächen über viele aktuelle Fragen gegeben hat. Ich darf Sie bitten, Hochwürdigster Herr Nuntius, Seiner Heiligkeit meine allerbesten Wünsche für Gesundheit und persönliches Wohlergehen zu übermitteln.

Exzellenzen!

Für die Europäische Union und auch für Österreich stand das vergangene Jahr in besonderer Weise im Zeichen der Vertragsreform. Nach dem Stillstand der letzten Jahre aufgrund von zwei negativen Referenden war 2007 ein positiver Durchbruch möglich: es kann als gemeinsamer Erfolg der Europäischen Union und der beiden Ratsvorsitze Deutschland und Portugal gelten, dass auf der Grundlage der konstruktiven Arbeit der Regierungskonferenz ein neuer Vertragstext ausgearbeitet und in Lissabon unterzeichnet werden konnte. Damit hat die Union ihre Handlungsfähigkeit unter Beweis gestellt und die Grundlagen für wichtige institutionelle Reformen gelegt. Ich bin überzeugt, der neue Vertrag, dessen Ratifizierung nunmehr ansteht, wird die Union für die kommenden Herausforderungen in Europa und weltweit stärken.

Die Union nimmt sich aber auch verstärkt neuer bedeutender Themen an, wie dem Klimawandel bzw. der Energieversorgung. Die Ende letzten Jahres erfolgte Einigung auf die weiteren Schritte, die in der Nachfolge des Kyoto-Protokolls zu einem neuen umfassenden und globalen Klimaabkommen führen sollen, sind jedenfalls zu begrüßen.

Als weiteren wichtigen Integrationsschritt der letzten Zeit betrachten wir den im Schengenraum am 21. Dezember 2007 erfolgten Wegfall der Grenzkontrollen zu vier unserer Nachbarländer erwähnen, der in enger Kooperation mit unseren Nachbarn umgesetzt und durchgeführt wird.

Was die Entwicklung in Südosteuropa anlangt, so steht für Österreich fest: Die Zukunft der Länder dieser Region kann und soll und wird in der EU liegen. Die Europäische Perspektive der Region wurde auch in den Schlussfolgerungen des Europäischen Rates vom Dezember 2007 bestätigt.

Die internationalen Bemühungen zur Lösung der Kosovo-Frage haben im vergangenen Jahr stark unsere politische Agenda bestimmt und es ist bedauerlich, dass es trotz größter internationaler Bemühungen – nicht zuletzt auch der Troika EU/USA/Russland - nicht gelungen ist, eine Lösung im Konsens zu erzielen.

Eines steht aber fest: der Kosovo ist zuallererst ein europäisches Problem und es ist daher notwendig, dass die EU auch hier ihre besondere Verantwortung wahrnimmt.

Innerhalb der EU besteht Übereinstimmung über die Wichtigkeit einer fortgesetzten, dem Frieden dienenden internationalen Präsenz im Kosovo und es ist daher aus österreichischer Sicht positiv zu bewerten, dass sich die EU-Mitgliedstaaten beim letzten Europäischen Rat grundsätzlich auf den Einsatz einer ESVP-Mission geeinigt haben.

Von besonderer Bedeutung erscheint uns, dass in den nächsten Wochen und Monaten von allen Seiten Augenmaß und Besonnenheit gewahrt und von vorschnellen Reaktionen Abstand genommen wird. Unser gemeinsames Ziel bleibt die Entwicklung des Westbalkan als Zone des Friedens und der Stabilität.

Ein besonders wichtiger Besuch in Österreich war im vergangenen Jahr auch jener des russischen Präsidenten Vladimir Putin. Dabei standen sowohl bilaterale als auch aktuelle europäische und internationale Anliegen auf der Agenda. Es besteht kein Zweifel daran, dass die Union mit Russland eine strategische Partnerschaft im umfassenden Sinn anstrebt, in der viele wichtige Anliegen gemeinsam behandelt werden können. Daher hält es Österreich für zweckmäßig und wichtig, bald mit den Verhandlungen für ein neues Partnerschafts- und Kooperationsabkommen zwischen der EU und Russland zu beginnen.

Das transatlantische Verhältnis und die Beziehungen zu den USA bleiben für die Europäische Union und natürlich auch für Österreich von herausragender Bedeutung. Hier geht es um eine enge und vielfältig vernetzte Zusammenarbeit in vielen Bereichen, die für beide Teile nicht nur wertvoll, sondern unerlässlich ist. Dazu gehört, dass die USA für die EU der wichtigste Handelspartner ist und auch umgekehrt.

Die EU und auch Österreich haben ihr Engagement auf dem afrikanischen Kontinent im vergangenen Jahr deutlich verstärkt. Bei dem EU-Afrika Gipfel in Lissabon vor wenigen Wochen wurde mit der gemeinsamen Strategie eine neue Perspektive für die Entwicklung der Beziehungen zwischen Europa und Afrika als gleichwertige strategische Partner erarbeitet.

Österreich ist bereit, solidarisch auch an der Konfliktbewältigung in Afrika teilzunehmen. In der Vergangenheit haben wir das im Rahmen der Friedensprozesse in Burundi und Uganda gemacht, jetzt wollen wir dieses Engagement mit einem substanziellen österreichischen Beitrag an der Friedensmission im Tschad fortsetzen.

Bereits in einem Monat werde ich übrigens selbst Afrika – konkret Äthiopien und Mali – besuchen. Dies wird Gelegenheit geben, die österreichischen Beziehungen mit zwei wichtigen und ganz unterschiedlichen afrikanischen Ländern und Regionen zu stärken und zugleich auch mit der Kommission der Afrikanischen Union zusammenzutreffen.

Wie ich mich bei meinem letztjährigen Besuch in Südkorea neuerlich überzeugen konnte, gewinnt die Zusammenarbeit mit Asien für Österreich und für Europa weiterhin an Bedeutung. Als bevölkerungsreichster Kontinent zählte Asien auch im Jahre 2007 weltweit wieder zu den Regionen mit der größten wirtschaftlichen Dynamik. Damit ist Asien ein wesentlicher Motor für die gesamte Weltwirtschaft und ein unverzichtbarer Partner bei der Bewältigung großer globaler Herausforderungen.

Im Nahen Osten endete das vergangene Jahr mit einer Entwicklung, die uns trotz einer unvermindert kritischen Situation mit vorsichtiger Hoffnung auf das Jahr 2008 blicken lässt. Ministerpräsident Olmert und Präsident Abbas haben sich mit tatkräftiger Vermittlung der USA in Annapolis zu einem Friedensprozess und zur sofortigen Wiederaufnahme von bilateralen Verhandlungen - mit dem Ziel eines Friedensvertrages noch innerhalb des Jahres 2008 - verpflichtet. Das ist ein sehr ehrgeiziges Projekt, an dessen Verwirklichung alle Beteiligten mit ganzer Kraft und mit der Bereitschaft zu substanziellen Kompromissen arbeiten müssen.

Die EU ist sowohl durch ihre finanziellen Beiträge als auch durch ihre zentrale Rolle im Nahost-Quartett auf allen Ebenen ein verlässlicher Partner in diesem Prozess. Darüber hinaus wird Österreich natürlich auch bilateral seine Möglichkeiten nutzen, seinen Beitrag zu einem dauerhaften Frieden im Nahen Osten zu leisten.

Im Mai des heurigen Jahrs wird das 5. Gipfeltreffen zwischen der EU und Lateinamerika und der Karibik in Lima stattfinden. Ich bin zuversichtlich, dass dabei aufbauend auf den Ergebnissen des letzten derartigen Gipfels in Wien anlässlich der österreichischen EU-Präsidentschaft die fruchtbaren Beziehungen zwischen den beiden Kontinenten substantiell vorangebracht werden können und wir werden uns in diesem Sinne bemühen.

Eine besondere außenpolitische Priorität Österreichs im Jahr 2008 stellt unsere Kandidatur für einen nichtständigen Sitz im Sicherheitsrat der Vereinten Nationen für die Periode 2009/2010 dar. Wir hoffen, dass wir bei der Wahl im Oktober 2008 auf eine breite Unterstützung der Mitgliedsstaaten der UNO zählen können. Österreich kann auf eine lange und aktive Mitarbeit in den Vereinten Nationen zurückblicken: unser Land hat sich seit seinem Beitritt im Jahre 1955 vor allem in den Bereichen der Erhaltung von Frieden und Sicherheit, des Völkerrechts, der Menschenrechte, der friedlichen Nutzung des Weltraums und der Abrüstung stets aktiv engagiert und ist auch mit dem Amtssitz Wien ein wichtiges Zentrum der Aktivitäten der Vereinten Nationen.

Sollte Österreich gewählt werden, was ich hoffe, wird es sein Möglichstes tun, um dazu beizutragen, dass der Sicherheitsrat seine Aufgaben zur Erhaltung des Weltfriedens und der Sicherheit in vollem Unfang wahrnehmen kann. Ich würde daher Ihr persönliches Interesse an dieser Frage und die Unterstützung Ihrer Länder für dieses für Österreich so wichtige Anliegen sehr schätzen.

Die österreichische Außenpolitik ist generell von einem Bekenntnis zu einem engagierten Multilateralismus geprägt. Gemeinsame Anstrengungen der Staaten getragen von der Überzeugung, dass auch in den internationalen Beziehungen die Herrschaft des Rechts Vorrang haben muß, sind entscheidende Voraussetzungen für eine friedliche Entwicklung. Dies ist gerade für kleinere oder mittlere Staaten wichtig und Österreich nimmt dementsprechend auch seine Rolle als Sitzstaat internationaler Organisationen sehr ernst.

In diesem Sinne konnte 2007 im Herzen Wiens das neue repräsentative Sitzgebäude der OSZE in Anwesenheit Seiner Majestät König Juan Carlos als Vertreter des spanischen Vorsitzes seiner Bestimmung übergeben werden. Damit hat die OSZE, deren Tätigkeit Österreich mit Nachdruck unterstützt, ein modernes und funktionelles Zentrum für ihre vielfältigen Aufgaben.

Angesichts der großen weltpolitischen Herausforderungen unserer Zeit möchte ich es nicht unterlassen darauf hinzuweisen, wie viel Österreich an kontinuierlichen Bemühungen um Frieden und Verständigung in den internationalen Beziehungen gelegen ist. Ein wichtiger Baustein dazu sind verstärkte Anstrengungen für einen “Dialog der Kulturen und Religionen”, an dem Österreich mit seinen spezifischen Erfahrungen und seiner langen Tradition auf diesem Gebiet weiterhin aktiv mitwirken wird. Gerade heute findet in Madrid eine Dialogkonferenz mit dem Islam statt, an der auch die österreichische Außenministerin Frau Dr. Plassnik teilnimmt, weshalb sie heute hier von Herrn Staatssekretär Dr. Winkler vertreten wird.

Und wenn es in den letzten Tagen im Vorfeld eines regionalen Wahlkampfes in unserem Land absolut unakzeptable Aussagen gegen den Islam gegeben hat, die ich mit Entschiedenheit verurteile, dann füge ich mit aller Deutlichkeit hinzu: Das war nicht die Stimme Österreichs,

das war eine Stimme, von der wir uns distanzieren.

Denn Österreich bekennt sich aus Überzeugung zum friedlichen und respektvollen Dialog der Kulturen und Religionen zur Achtung unserer Mitmenschen.

Zum Abschluss lassen Sie mich noch zwei Sätze einem ganz anderen Thema – und zwar dem Sport widmen. Einerseits blicken wir heuer besonders auf Peking, wo die Olympischen Sommerspiele abgehalten werden und andererseits wird natürlich die EURO 08 ein ganz großes Ereignis sein, die Fußball-Europameisterschaft, die wir gemeinsam mit unserem Nachbarland Schweiz organisieren. Wir freuen uns auf hervorragende sportliche Leistungen, viele ausländische Gäste und werden uns bemühen, dass jeder einzelne Gast das Gefühl haben kann, an einem großen Sport- und Freundschaftsfest teilgenommen zu haben

New Year’s Address by Austrian Federal President Dr. Heinz Fischer
to the Diplomatic Corps on Tuesday, 15 January 2008,
in the Ceremonial Hall of the Vienna Hofburg

Most Reverend Apostolic Nuncio,
Your Excellencies,
State Secretary,
Ladies and Gentlemen,

Let me start by thanking the Most Reverend Apostolic Nuncio for the warm
words and kind wishes he expressed on his own behalf and on behalf of the
Diplomatic Corps. Furthermore, I would like to wish all of you and the
countries you represent a prosperous and peaceful 2008.
Being in this very hall, it is with great pleasure that I think back to the visit of
His Holiness Pope Benedict XVI last year to Mariazell, Vienna and
Heiligenkreuz, so immensely important for Austria, which allowed very
enriching encounters and conversations on many current issues. I may ask
you, Most Reverend Apostolic Nuncio, to convey to His Holiness my best
wishes for his health and personal well-being.

Your Excellencies,

For the European Union as well as for Austria the last year was marked in
particular way by the reform of the Treaty. After the standstill of the previous
years, due to two adverse referenda, a positive breakthrough was achieved
in 2007: it can be seen as a combined success of the European Union and
both the German and Portuguese Presidencies that, on the basis of the
constructive work of the intergovernmental conference, a new Treaty was
drawn up and signed in Lisbon. With that, the Union proved its ability to act
and laid the basis for important institutional reforms. The new Treaty will
strengthen the Union for the future challenges in Europe and worldwide.
I
t also seems extremely important to me that the Charter of Fundamental
Rights, solemnly proclaimed in December, and the scheduled accession of
the Union to the European Convention of Human Rights will further close
remaining gaps in the protection of fundamental rights.

At the same time the Union increasingly also takes care of new important
topics like climate change and energy supply. The agreement reached at the
end of last year on the further steps which ought to lead to a new
comprehensive and global climate agreement to succeed the Kyoto Protocol
is, at any rate, to be considered a positive development.

As a further recent important step towards integration, I would like to mention
the lifting of border controls at the internal borders in the Schengen area as
of 21 December 2007, inter alia to four neighbouring countries of Austria,
which was and is still being carried out in close cooperation with our
neighbours.

As far as the development in South-East Europe is concerned, Austria
considers one thing to be certain: the future of the countries in this region can
and should be within the EU. The European perspective of the region was
also reinforced in the conclusions of the European Council in December, with
the support for Serbia and Kosovo on their ways towards the EU being
specially underlined.
Our political agenda last year was determined significantly by the
international efforts for the solution of the Kosovo question. It is regrettable
that, in spite of great international endeavours – also by the EU/USA/Russia
troika – no consensus was found.
One thing, however, is for sure: Kosovo is primarily a European problem, and
so it is incumbent upon the EU, also in this case, to assume its special
responsibility. Within the EU there is consensus on the importance of a
continued international presence in Kosovo, which is why it is valued
positively from the Austrian point of view that the on the occasion of the last
European Council the EU Member States agreed in principle to the
deployment of an ESDP Mission.

In the upcoming days and weeks it is of utmost importance for all sides to
keep a sense of proportion and presence of mind and to avoid any rash
decisions. Our common goal continues to be the development of the Western
Balkan as a zone of peace and stability.

Your Excellencies,

Another important visit to Austria last year was that of Russian President
Putin. On that occasion there were both bilateral as well as topical European
and international matters of concern on the agenda. There is no doubt that
the Union is striving for a strategic partnership with Russia in the broadest
sense, through which many important issues can be dealt with jointly. That is
why it would be useful and meaningful to be able to begin the negotiations for
a new agreement on partnership and cooperation between the EU and
Russia as soon as possible.
Transatlantic relations and those with the USA remain of outstanding
importance for the European Union. Here we are dealing with a tight and
diversely cross-linked cooperation in a range of areas, so imperative for both
parties. This includes the fact that the USA is the most important trade
partner for the EU and also vice-versa.

Your Excellencies,

Last year, the EU and also Austria have substantially increased their
commitment to the African continent. At the EU/Africa Summit in Lisbon at
the beginning of December 2007 a totally new perspective was established
through the common strategy for the development of relations between
Europe and Africa as equal strategic partners.
Austria is prepared, in solidarity with its partners, to participate in the
resolution of conflict within Africa. Previously, we have done so in the
framework of the peace processes in Burundi and Uganda. Now we wish to
continue this commitment through a substantial Austrian participation in
EUFOR in Chad.

Within the coming month I intend to visit Africa – Ethiopia and Mali, to be
precise. This will give me the opportunity to strengthen Austrian relations with
two important and very different African countries and regions as well as to
meet the Commission of the African Union.
During my visit in South Korea last year, I realized yet once again the
importance of the cooperation with Asia both for Austria and the EU. As the
most populous continent worldwide, Asia was also amongst the most
economically dynamic regions in the world in 2007. This makes Asia a
substantial engine for the whole world economy and an indispensable partner
for the management of global challenges.

In the Middle East, last year ended with a development that allows us to look
forward to 2008 with a degree of hope, despite the fact that the situation in
the region remains critical. With the energetic mediation of the USA in
Annapolis, Prime Minister Olmert and President Abbas committed
themselves to a peace process and to the immediate resumption of bilateral
negotiations, the objective being a peace treaty within the year 2008. This is
a very ambitious project which will require everyone involved to muster all
their strength and willingness to compromise.

Through both its financial contributions as well as its central role in the Middle
East Quartet, the EU is a reliable partner in this process. Moreover, Austria
will also use its bilateral possibilities to contribute to a lasting peace in the
Middle East.

In May the fifth Summit between the EU and Latin America and the
Caribbean will take place in Lima. I am confident that, building on the results
obtained at the last such summit in Vienna when Austria held the EU
Presidency, it will be possible to make decisive progress as far as the fruitful
relations between the two continents are concerned.

A special priority in Austrian foreign policy in 2008 is our candidature for a
non-permanent seat on the United Nations Security Council for the
2009/2010 term. We hope to count on a broad support from the UN Member
States at the election in October 2008. Austria can look back to a long and
active participation in the United Nations: since joining in 1955, our country
has always been active especially in the areas of peace and security,
international law, human rights, peaceful uses of outer space and
disarmament. And with its Vienna Headquarters Austria is also an important
centre of United Nations activities.

In the case of its election, Austria will do everything possible to contribute
that the Security Council fulfils its responsibilities to maintain world peace
and security to its full extent. That is why I would very much appreciate your
personal interest in this question and the support of your countries in this
matter of such importance to Austria.

Your excellencies,

Austrian foreign policy is generally characterized by a declared commitment
to multilateralism. A joint effort by all states, supported by the conviction that
the rule of law has to have priority within international relations, is a decisive
condition for peaceful development. This is especially important for smaller
states and, accordingly, Austria takes its role as a headquarters State for
international organisations very seriously.

In this context, the new OSCE headquarter building in the heart of Vienna
was officially opened in 2007 in the presence of His Majesty King Juan
Carlos as the representative of the Spanish Presidency. Now the OSCE,
whose activity is full-heartedly supported by Austria, has a modern and
functional centre at its disposal for its multi-faceted activities.
Last year we also celebrated the 50th anniversary of the establishment of the
International Atomic Energy Agency in Vienna. On this occasion we had the
opportunity to look back at the decade-long success story of this organisation
which, since its establishment in 1957, developed into a pivotal tool of the
international non-proliferation regime and its valuable work was again clearly
confirmed by the latest developments in the last few months.

Your excellencies,

In view of the big challenges in world politics of our time I would wish to
reaffirm the importance Austria attaches to continuous efforts towards peace
and dialogue in international relations. An important constituent here are
increased efforts within the already often cited “dialogue among civilizations”,
in which Austria, with its specific experiences and long tradition of religious
and cultural exchange of views, will continue to participate actively. This very
day a dialogue conference with Islam is taking place in Madrid, which is
attended by the Austrian Minister of Foreign Affairs, Dr. Ursula Plassnik.
Therefore she is represented here today by State Secretary Dr. Winkler.
And if during the past few days, prior to a regional election campaign in our
country, there were absolutely unacceptable statements against Islam, which
I vehemently condemn, I would like to make the additional remark that this
was not the voice of Austria. For Austria is committed to a peaceful and
respectful dialogue of cultures, religions and civilizations.

In conclusion, allow me to dedicate an additional two sentences to a
completely different topic: namely sports. While we are giving special
attention to Beijing this year, where the Olympic Summer Games will take
place, the EURO 2008, the European Football Championship, which we are
organizing jointly with our neighbour Switzerland, will of course be a very
significant event for Austria. We are looking forward to welcome the many
visitors from abroad and we will try to give every guest the feeling to have
participated in a big sports and friendship event.

Your excellencies,

Peace, fairness and cooperation should mark 2008 in every sense. With this
in mind, I wish you all, your families, your peoples and your heads of state a
good and successful 2008!

Très révérend Nonce apostolique,
Excellences,
Monsieur le Secrétaire d’État,
Mesdames et Messieurs,


Permettez-moi tout d'abord de remercier son excellence Monsieur le Nonce apostolique de ses paroles aimables et des bons vœux qu’il a bien voulus exprimer en son nom et au nom de l’ensemble du Corps diplomatique. Laissez-moi maintenant, à mon tour, vous souhaiter à toutes et à tous ainsi qu’aux pays que vous représentez une bonne année 2008 prospère et pacifique.

C’est avec grande joie que je pense justement dans cette salle à la visite, si importante pour l’Autriche, que Sa Sainteté le pape Benoît XVI nous a rendue l’année dernière, une visite qui a fourni l’occasion, à Mariazell, à Vienne et à Heiligenkreuz, de rencontres et d’entretiens très enrichissants sur de nombreuses questions d’actualité. Je voudrais vous prier, excellence Monsieur le Nonce apostolique, de bien vouloir transmettre à Sa Sainteté mes meilleurs vœux pour sa santé et son bien-être personnel.

Pour l’Union européenne et aussi pour l’Autriche, l’année écoulée était placée en premier lieu sous le signe de la réforme du traité. Après l’impasse dans laquelle on s’était trouvé ces dernières années à la suite de deux référendums négatifs, l’année 2007 a enfin marqué une percée positive : gr ce aux efforts combinés de l’Union européenne et des deux présidences du Conseil, de l’Allemagne respectivement du Portugal, le travail constructif de la conférence intergouvernementale a pu déboucher sur un nouveau traité qui a été signé à Lisbonne. Ainsi l’Union européenne a prouvé sa capacité d’agir et elle a jeté les bases pour des réformes institutionnelles importantes. Le nouveau traité renforcera l’Union et lui permettra de mieux relever les défis auxquels elle devra faire face en Europe et dans le monde entier.

Personnellement, il me paraît essentiel que la Charte des droits fondamentaux solennellement proclamée en décembre et l’adhésion prévue de l’Union à la Convention européenne des droits de l’homme combleront les lacunes qui existent encore en matière de protection des droits fondamentaux des citoyens.

L’Union européenne se penche maintenant sur de nouveaux sujets importants comme le changement climatique ou l’approvisionnement en énergie. Il convient en tout cas de se féliciter de l’accord qui est intervenu à la fin de l’année dernière sur les mesures à prendre dans la foulée du protocole de Kyoto pour en arriver à un accord global sur la protection du climat.

Une autre étape importante a été franchie récemment sur le chemin de la construction européenne, à savoir la suppression des contrôles aux frontières intérieures dans l’espace Schengen le 21 décembre 2007 entre autre avec quatre pays voisins de l’Autriche, un projet qui est mis en œuvre en coopération étroite avec nos voisins.

En ce qui concerne les développements en Europe du Sud-est, une chose est certaine pour l’Autriche : l’avenir des pays de cette région peut et doit s’inscrire dans l’Union Européenne. La perspective européenne de la région a d’ailleurs été confirmée dans les conclusions du Conseil européen du mois de décembre, le texte soulignant tout particulièrement le soutien à apporter à la Serbie et au Kosovo dans leur rapprochement avec l’UE.

Les efforts internationaux visant à résoudre la question du Kosovo ont largement déterminé notre agenda politique pendant l’année passée, et il est regrettable que – malgré les plus grands efforts internationaux entrepris en la matière (aussi par la troïka UE/États-Unis/Russie) – l’on n’ait pas trouvé de solution consensuelle.

Seulement une chose est certaine : le Kosovo est tout d’abord un problème européen, et c’est pourquoi il faut que l’UE assume la responsabilité spécifique qui lui revient sur ce dossier. Au sein de l’UE on est d’accord sur l’importance du maintien de la présence internationale au Kosovo, et dans l’optique autrichienne il est donc positif que les États membres de l’UE aient adopté lors du dernier Conseil européen le principe d’envoyer une mission de la PESD.

Il est extrêmement important que, pendant les jours et les semaines qui viennent, toutes les parties impliquées fassent preuve de circonspection et de sang froid et qu’elles renoncent à des réactions précipitées. Notre objectif commun est de faire des Balkans occidentaux une zone de paix et de stabilité.

Pendant l’année écoulée, la visite du président russe Poutine a été particulièrement importante. À l’ordre du jour de cette visite ont figuré aussi bien des questions bilatérales que des questions d’actualité européennes et internationales. Il n’y a aucun doute, l’Union cherche à mettre en place avec la Russie un partenariat stratégique dans le sens global du terme pour pouvoir traiter ensemble un grand nombre d’affaires communes. Il serait donc opportun et important de pouvoir entamer bientôt des négociations dans le but de conclure un nouvel accord de partenariat et de coopération entre l’UE et la Russie.

Les rapports transatlantiques et les relations avec les États-Unis gardent une importance éminente pour l’Union européenne. Il s’agit en effet d’une collaboration étroite, caractérisée par des maillages multiples dans de nombreux domaines, qui est indispensable pour les deux parties. À cela s’ajoute que les Etats-Unis sont pour l’UE le premier partenaire commercial, l’inverse étant tout aussi vrai.

L’Union européenne et aussi l’Autriche ont renforcé notablement leur engagement sur le continent africain pendant l’année passée. À l’occasion du sommet UE-Afrique à Lisbonne début décembre 2007, l’adoption d’une stratégie commune a tracé une perspective entièrement nouvelle pour le développement des relations entre l’Europe et l’Afrique en tant que partenaires stratégiques égaux.

L’Autriche est prête à participer solidairement à la maîtrise des conflits en Afrique. Dans le passé, nous l’avons fait dans le cadre des processus de paix au Burundi et en Ouganda, maintenant nous comptons poursuivre cet engagement avec une participation substantielle de l’Autriche à la force EUFOR au Tchad.

Dans un mois déjà, je me rendrai d’ailleurs en personne en Afrique –  en Éthiopie et au Mali pour être plus précis. Ce voyage me fournira l’occasion de renforcer les relations entre l’Autriche et ces deux pays et régions en Afrique qui sont importants et très différents, et de rencontrer la Commission de l’Union africaine.

Comme j’ai pu m’en rendre compte une fois de plus à l’occasion de ma visite en Corée du Sud l’année dernière, la collaboration avec l’Asie devient de plus en plus importante tant pour l’Autriche que pour l’UE. L’Asie qui est le continent le plus peuplé du monde a compté en 2007 une fois de plus parmi les régions économiquement les plus dynamiques du monde. Ainsi l’Asie est un moteur important pour l’ensemble de l’économie internationale et un partenaire incontournable pour faire face aux défis à relever à l’échelle mondiale.

Au Moyen-Orient, l’année dernière s’est achevée sur un développement qui, malgré une situation qui reste critique, nous inspire un léger espoir pour l’année 2008. Gr ce à la médiation active des Etats-Unis, le premier ministre Olmert et le président Abbas se sont en effet engagés à Annapolis à entamer un processus de paix et à reprendre immédiatement les négociations bilatérales, l’objectif étant de conclure un traité de paix avant la fin de l’année 2008. C’est un projet très ambitieux, à la réalisation duquel toutes les parties intéressées devront œuvrer de toutes leurs forces et dans un esprit de compromis.

Dans ce processus, l’Union européenne est un partenaire fiable à tous les niveaux, aussi bien par ses contributions financières que par le rôle central qu’elle joue dans le quartette pour le Moyen-Orient. De surcroît, l’Autriche s’emploiera sur le plan bilatéral à fournir une contribution à l’instauration d’une paix durable au Moyen-Orient.

Au mois de mai, le Ve sommet UE-ALC (Amérique latine et Caraïbes) aura lieu à Lima. Je suis confiant que, sur la base des résultats du dernier sommet qui s’est tenu à Vienne à l’occasion de la présidence autrichienne de l’UE, les relations fructueuses entre ces deux continents pourront être développées de manière décisive.

En 2008, une priorité de la politique étrangère de l’Autriche sera notre candidature à un siège non permanent au Conseil de Sécurité des Nations Unies pour la période 2009/2010. Nous espérons qu’à l’occasion du vote en octobre 2008 nous pourrons compter sur un soutien large de la part des États membres des Nations Unies. L’Autriche peut se prévaloir d’une coopération active de longue date avec les Nations Unies : depuis son adhésion en 1955, notre pays s’est toujours engagé activement, notamment dans les domaines du maintien de la paix et de la sécurité, du droit international, des droits de l’homme, de l’utilisation pacifique de l’espace et du désarmement. En tant que ville siège, Vienne est un centre important des activités des Nations Unies.
 
Si l’Autriche est nommée, elle s’emploiera pour que le Conseil de Sécurité puisse s’acquitter pleinement de la t che qui est la sienne, à savoir le maintien de la paix et de la sécurité dans le monde. Je vous saurais donc gré si vous pouviez vous intéresser personnellement à cette question et si votre pays soutenait cette candidature si importante pour l’Autriche.

La politique étrangère de l’Autriche est fondamentalement marquée par son attachement à un multilatéralisme engagé. Les efforts conjoints des États, reposant sur la conviction suivant laquelle la prééminence du droit doit être assurée aussi dans les relations internationales, sont les conditions décisives d’un développement pacifique. Ceci est particulièrement important pour les pays relativement petits, et c’est la raison pour laquelle l’Autriche prend très au sérieux son rôle de pays siège d’organisations internationales.

Dans ce contexte, le nouveau b timent représentatif qui sert de siège à l’OSCE et qui est situé en plein centre de Vienne a pu être inauguré en 2007 en présence de Sa Majesté le roi Juan Carlos en sa qualité de représentant de la présidence espagnole. Dorénavant, l’OSCE dont les activités sont fermement soutenues par l’Autriche disposera d’un centre moderne et fonctionnel pour ses nombreuses activités.

L’année dernière a aussi été celle de la célébration du 50ème anniversaire de l’Agence internationale de l’énergie atomique à Vienne, ce qui nous a donné l’occasion de jeter un regard sur l’histoire à succès de plusieurs décennies de cette organisation qui est devenue, depuis sa création en 1957, un instrument central du régime international de non-prolifération et dont le travail précieux a été confirmé une fois de plus par les développements des derniers mois.

Conscient des grands enjeux politiques internationaux des temps présents, je ne manquerai pas de souligner le grand intérêt que l’Autriche porte aux efforts soutenus visant à assurer la paix et une meilleure compréhension dans les relations internationales. Un élément important dans ce contexte est la multiplication des efforts dans le cadre du « dialogue des cultures » souvent cité, auquel l’Autriche continuera de participer activement en apportant ses expériences spécifiques et sa longue tradition du dialogue des religions et des cultures. Aujourd’hui même, une conférence sur le dialogue avec l’islam a lieu à Madrid, à laquelle participe la ministre autrichienne des affaires européennes et internationales Mme Plassnik qui est représentée en son absence par M. le Secrétaire d’État Winkler à cette réception.

Et si ces derniers jours, dans le contexte d’une campagne électorale régionale menée dans notre pays, des propos absolument inacceptables ont été tenus au sujet de l’islam, propos que je condamne avec la plus grande fermeté, j’y ajouterai en complément :  Ce n’était pas la voix de l’Autriche.

L‘Autriche, en effet, se déclare attachée au dialogue pacifique et respectueux des cultures, des religions et des civilisations.

Pour conclure, je voudrais consacrer encore un mot à un tout autre sujet – à savoir le sport. D’un côté, nos yeux sont tournés cette année vers Beijing, où les Jeux Olympiques d’été auront lieu, et d’un autre côté il y aura l’EURO 2008, le championnat d’Europe du football que nous organisons avec notre voisin la Suisse et qui sera un très grand événement pour l’Autriche. Nous attendons avec plaisir la venue d’un grand nombre de visiteurs étrangers et nous nous efforcerons de donner à tout un chacun le sentiment d’avoir participé à un grand événement sportif et à une rencontre amicale.
