Development
Development of the Hatf 7 (Babur) cruise missile project probably started around 1990, in response to the Indian cruise missile programmes and the requirement to have several options for the delivery of nuclear warheads. Pakistan had developed nuclear bombs in the late 1980s, but required a longer range and improved delivery system to complement their ballistic missiles. In July and August 1998 two US RGM/UGM-109 Tomahawk cruise missiles were recovered almost intact in Southern Pakistan, and may have been used for reverse engineering or to provide vital technologies for the Hatf 7 project. In 2001 Pakistan co-ordinated the activities of the Pakistan Missile Organisation, Air Weapons Complex, National Development Complex and the Pakistan Atomic Energy Commission into the National Engineering and Scientific Commission (NESCOM) to develop advanced military systems. It is believed that the Hatf 7 design and development programme was known as Project 828. A report in August 2004 indicated that the first test flight of a new cruise missile was about to be made, but the first official confirmation of a test flight was given in August 2005. The first test flight was ground launched, and was stated to have a maximum range of 500 km. Further air-, ship- and submarine-launched versions are to be developed, together with a range increased to 1,000 km. It is believed that the initial two versions will be ground and submarine launched, and that the Agosta 90 submarines of the Khalid class will be the first boats to be fitted with this
