Yes, this will be what happens when digital TV signals aren't strong enough or if there is interference. There will be massive corruption to the image.
I've seen it when watching regular TV in Newfoundland, which I'm pretty sure has some kind of low-bandwidth, and therefore lossily compressed connection to the mainland, perhaps via microwave, that is then re-transmitted to conventional TV sets.
From time to time the video gets all screwed up, just like a corrupted MPEG does, until a new keyframe comes along to set it right.

It's the best of times, it's the worst of times...
I wonder if the mouths ever parch up- and it's summer too...maybe the headlines are justified, or maybe they aren't, but things can sure get exasperating if the only English channels you get (this is for us, poor blokes with Connditional Access System, and without set-top boxes, in Madras), are the so-called "news channels".
