NATIONAL GUARDS DIRECTORATE
1. We in Pakistan have been faced with continuingdilemma of providing a credible defence in the face of large standingarmed forces of our potential adversary. Ideally, we should have alarge, well trained and equipped standing army to provide effective deterrence. This we cannot afford. The only other way to fill the widegap between the forces required and the force available is to have aneffective organization of auxiliary forces which should be capable ofsupporting and supplementing the efforts of the regular standing army,during peace and war. In Pakistan, the requirement of such forces hasbeen met to some extent by the Civil Armed Forces and the Organizationof the National Guards with the passage of an Act of Parliament on 13Aug 1973.ENROLMENT DEACTIVATED MUJAHIDS
2. Every male citizen of Pakistan who is of suchage as may be prescribed, may offer himself for enrolment in theMujahid Force for service in any unit and any such person, whosatisfies the conditions laid down in the Regulations may be enrolled for such period as laid down in the terms of service. Every Personenrolled shall, without unnecessary delay, be appointed in a unit towhich he has applied for service.Eligibility. Everyperson offering himself for enrolment in the force shall fulfill thefollowing conditions: -a. He shall be a male citizen of Pakistan.
b. Must be between 18 to 30 years of age. Maximumage limit for ex servicemen is relaxable to 45 years.He should be of a good character.
The Ex-servicemen retired from Army can be enrolledin the same ranks in which they had retired. However they will notconstitute more than 25% and 50% of that rank in Infantry and Artillery units respectively.Army reservists (being on call to regular armyduring emergency/war) may be enrolled in the Mujahid Force, providedtheir exemption from reserve liability is got sanctioned from competent authority.He shall notbe a serving member of Armed Forces of Pakistan, Civil Armed Forces orPolice Force of Pakistan.
Heshall not be of such a skilled category e.g, civilian technicians inmilitary employment or in civil industries whose enrolment in MujahidForce may cause dislocation of work in their offices andindustries.
h. Shall not beGovernment/Semi-Government servant who is employed in offices whichare to essentially function during an emergency/war.
j. He shall not be a person who has at any time been sentenced to a term of transportation or imprisonment or whippingor who has been ordered under the provisions of the Code of CriminalProcedure 1898 to furnish a security for his good behavior, suchsentence or order not having been subsequently revised or remitted orthe offender pardoned.k. He shall not be a person dismissed from Government service.
1. He shall not be a person removed from Governmentservice on disciplinary grounds or who has been debarred fromGovernment service by a competent authority.Enrolment Procedure. Aperson desirous of enrolment shall appear before an Enrolling Officer.The enrolling officer as prescribed for recruiting in Mujahid Forceshall read and explain to the candidate or cause to be read andexplain to him, in his presence, the questions set forth in prescribedform of enrolment, given at Annexure A after having cautioned him thatif he gives a false answer to any such question, he will be liable topunishment under the Pakistan Army Act, record or cause to be recordedhis answer to each question. The enrolling officer shall then:-a. Have the declaration givenbelow the last question in Part I of the prescribed Enrolment Formsigned by the person and witness. The prescribed form ofenrolment is given at Annexure W tothese regulations.
b. Complete and sign the certificate given below the said declaration at Annexure A.
c. Physical standards for enrolment in the Activated units will be as per the standards applicable to RegularArmy, however for deactivated units the physical standards will be as given at Annexure A.5. Enrolling Officer.Following shall be the Enrolling Officers for MujahidForce: - All Recruiting Officersand Assistant Recruiting Officers of Pakistan Army, Navy and AirForce.
All Commanding Officers and Adjutant of Training Center/respective unit of Mujahid Force.
c. Director General National Guards or any officer authorized by him on his behalf may, at any time, appoint any officeror authority to be the enrolling officer for Mujahids.6. Enrolment Documents.A Recruiting Officer who enrolls a Mujahid will forwardthe complete Enrolment Form to the Commanding Officer of the unit forwhich he has been enrolled. The individual will be informed about theunit in which he has been enrolled. The individual will be informed toreport to his unit/training center when called by his CommandingOfficer.GRANT OF COMMISSION OFFICERS - DEACTIVATED
Eligibility
a. Must be a male citizen of Pakistan.
b. Must be within 18 to 30 years of age. Forex-servicemen, the maximum age limit is relaxable upto 45years.c. Should have passed Intermediate or an equivalent examination.
d. Must not be a serving member of any of thePakistan Armed Force Civil Armed Forces. Exemption from reserve liability of the reservists for grant of commission will be gotsanctioned from competent authority.e.He must not be a person who has been dismissedfrom any of the Armed Forces of Pakistan, Pakistan TerritorialForce/Pakistan National Guards or from any government service.f. Must not be a person who has been removed fromgovernment service on disciplinary grounds or who has been debarred byany competent authority.g. Mustnot be a person who has been convicted by a court of law for anoffence involving moral turpitude.
h. Must not be a person debarred previously for thegrant of commission in the Pakistan Armed Forces.2.Selection Procedure.Selection will be carried out under arrangements ofrespective Corps Headquarters. As and when vacancies occur, theFormation Headquarters will advertise in the daily newspapers and invite applications from prospective candidates for grant of commissionas officers on the forms prescribed as per Annexure B. On receipt ofthe applications, the same will be scrutinized by a screening boardappointed by Formation Headquarters. The duties of screening boardwill be as per Annexure E .
