As a partner in our Real Estate and Land Use and Sustainability Groups, David focuses his practice on renewable energy, land use and local government law.

David has significant experience helping landowners and developers navigate every aspect of the land development process. This includes land purchases, leasing, subdivision platting, land use permitting at the federal, state and local levels, environmental compliance and litigation. Representative matters include:
  • Renewable Energy Development – David has handled real estate and title matters for both wind and solar energy development projects totaling 4,500 megawatts in seven states.

  • Land Use Counsel – In his representation of both project applicants and opponents, David has appeared before the Portland City Council, other local governing bodies in Oregon, and the Oregon Land Use Board of Appeals.

  • Real Estate Transactions – David also regularly represents clients in real estate purchase and sale transactions and commercial leasing. He assists both tenants and landlords in lease negotiations and dispute resolution, and counsels landowners in disputes with neighbors on issues involving encroachments, easements, water rights and land-related matters.
Prior to joining Tonkon Torp, David practiced land use law in California. A native of Buffalo, New York, he earned his law degree from the University at California, Berkeley where he was a member of the Order of the Coif and the 1998 recipient of the Jamison Award for excellence in scholarship and advocacy. He volunteers his services to several civic groups in Portland.
