FHLB Dallas and Bank of the Ozarks Award Grant to Assist Homeowner With Roof Replacement
LITTLE ROCK, Ark., Oct. 30, 2009 (GLOBE NEWSWIRE) -- The Federal Home Loan Bank of Dallas (FHLB Dallas) is pleased to announce it has awarded a $5,000 Special Needs Assistance Program (SNAP) grant to Easter Mae Boykins to replace the roof of her Little Rock, Arkansas, home. Ms. Boykins said her roof has needed repairs for five or six years, but she has not been able to find a program to assist with the costs. She called the city of Little Rock and was referred to an agency called IN Affordable Housing, where she learned of SNAP. IN Affordable Housing is a Little Rock-based comprehensive housing agency that provides education, training, counseling, and advocacy throughout the Little Rock metropolitan area. The agency also provides new construction and rehabilitation services, and works closely with the city of Little Rock because of its housing rehabilitation services. Ms. Boykins, 52, said she would not have been able to replace the roof without the help of the SNAP grant. "I'm on a fixed income. I'm disabled, and my husband has cancer. We have bills. We wouldn't have had (the money)," she said. "We were thinking about giving up the house and moving to the high rise because we had so many repairs." Giving up her home would have been devastating, she said. She bought the home more than 20 years ago, after working two jobs in order to move herself and two children out of a housing project. Her home repairs were made earlier this year, and Ms. Boykins now has a new roof. "There is an extraordinary need for this type of program in this state," said Woodson Walker, a staff member with IN Affordable Housing. "This is one of the best programs that I think the Federal Home Loan Bank of Dallas has ever presented. I hope it will be funded again 10 times over." The SNAP grant was awarded through Bank of the Ozarks, one of FHLB Dallas's member financial institutions. Bank of the Ozarks has awarded 14 FHLB Dallas SNAP grants this year. "There are so many homeowners, especially disabled and elderly, who need help with maintaining their homes. With a little help, they will be able to enjoy their homes for years to come. In 2009, FHLB Dallas set aside $1 million of its annual Affordable Housing Program (AHP) funds for SNAP, a new special needs rehabilitation program that provides grant funds to assist income-qualified, special needs homeowners with home repairs and modifications. By September, SNAP funds were exhausted so FHLB Dallas made available an additional $500,000 outside of its AHP program for SNAP II in an effort to continue assisting its members in supporting their communities. Each SNAP and SNAP II recipient is eligible to receive $5,000. The amount increases up to $7,000 if a member financial institution contributes at least $350 toward costs associated with the rehabilitation.
