The Parties other than developed country Parties, and other developed Parties not included in
Annex II, particularly developing country Parties, are encouraged to undertake assessments of
country-specific technology needs, under the theme of technology needs and needs assessment of the framework for meaningful and effective actions to enhance the implementation
of Article 4, paragraph 5, of the Convention, subject to the provision of resources, as appropriate to
country-specific circumstances, from developed country Parties and other developed Parties
included in Annex II.
Parties are encouraged to make available information on the results of their needs assessments in their national communications, other related national
reports and channels (for example, technology information clearing houses) for consideration by the Subsidiary Body for Scientific and Technological Advice (SBSTA) on a regular basis.
To facilitate the assessment of technology needs by different countries, a handbook on Conducting Technology Needs Assessments for Climate Change was develped by UNDP in collaboration with CTI in 2004.
CTI organized several regional workshops on technology needs assessments and provided assistance to some non-Annex I Parties to conduct their TNAs.
The GEF, under the enabling activities top-up fund, provided support to non-Annex I Parties to conduct technology needs assessments (TNAs).
Some 80 TNAs conducted with assistance from UNDP, and some 15 TNAs conducted with assistance from UNEP.
Besides the technology needs assessment report, information on needs for technologies is provided by Parties in several reports, such as National communications and
National adaptation programme of actions (NAPAs) with regard to technologies for adaptation to climate change.
