In-and-Around Oakland Transit Circulator &
Downtown Pittsburgh-to-Oakland Transit Connector

An Initiative of the Allegheny County Executive’s Transportation Action Partnership

The Redevelopment Authority Allegheny County (RAAC) welcomes you to this website which has been set up to facilitate the solicitation of expressions of interest and input from the Transportation/Finance Industry-at-large regarding the development of two high priority transportation corridors within the Greater Pittsburgh region. The corridors are the “Downtown Pittsburgh to Oakland Transit Connector” and the “In and Around Oakland Transit Circulator”.

The RAAC through the Transportation Action Partnership has been evaluating the feasibility of delivering these projects through a Public Private Partnership (P3) arrangement. Under the P3 premise, the corridors have two primary components: delivery of transportation system improvements and conveyance of development rights to certain parcels along the corridors for ancillary real estate development.

Interested parties must register to access project related materials including preliminary project prospectus documents and other reference information and to submit questions, comments and/or expressions of interest.
