Fund for the Development of Political Parties
According to the organic act on political parties B.E. 2541 section 56, the Fund is in the Office of the Election Commission as a revolving fund and for expenses in subsidising political parties and other activities with respect to the development of political parties prescribed
by the Election Commission.
The Fund shall consist of money and assets as follows:
- Money received from budgetary appropriations
- Application fees for candidacy of elections of members of the House of Representatives and Senators
- Fines received from and offender punished under the organic act on political parties
- Money or properties acquired by a political party in contravention of the organic act on political parties
- Money or assets devolved to the Fund
- Money or assets donated to the Fund
- Fruits of the Fund
- Other revenues
The Committee of the Fund
The Committee is appointed by the Election Commission to allocate subsidy to the political party and controlling the Fund consisting of:
- The Political Party Registrar is the Chairman
- An Election Commissioner entrusted by the Election Commission is the member
- A Representative of the Ministry of Finance is the member
- A Representative of the Bureau of the Budget is the member
- Three Representatives from political parties having members of the House of Representatives are the members
- A Representative from political parties having no member of the House of Representatives is the member
- ECT Secretary-General is the member and secretary
Frameworks of using the Fund
- To support each political party to operate its plans
- To provide each political party the aids on postal fees and public utility expenses
- To support the Office of the Election Commission for developing political parties
- To support any study or research on the development of political party
- Cost of management of the Fund
- Other actions provided by the ECT
Conclusion
The operation of the Fund is anticipated to support the development of the Thai political parties to be the strong political institution so that the political parties could keep their political will and ideology.
