The World Motor Sport Council met in Geneva on 23 June 2010. The following decisions were taken:
Pirelli has been selected as the single tyre supplier for the FIA Formula One World Championship for a period of three years, commencing in 2011. The sole supplier will undertake to strictly respect the sporting and technical regulations implemented by the FIA.
“Competitor’s staff” FIA Licence
A proposal relating to specific licences for members of staff of competitors entered in the FIA World Championships has been submitted to the Formula One Commission. This is under consideration for implementation in the FIA Formula One World Championship from the start of 2011, with a view to inclusion in other FIA World Championships in the future.
With immediate effect, no car may overtake until it has passed the first safety car line for the first time when the safety car is returning to the pits. However, if the safety car is still deployed at the beginning of the last lap, or is deployed during the last lap, it will enter the pit lane at the end of the lap and the cars will take the chequered flag as normal without overtaking.
With immediate effect, any car being driven unnecessarily slowly, erratically, or which is deemed potentially dangerous to other drivers, will be reported to the stewards. This will apply whether any such car is being driven on the track, the pit entry or the pit lane.
In order to ensure cars are not driven unnecessarily slowly on in-laps during qualifying or reconnaissance laps when the pit exit is opened for the race, drivers must stay below the maximum time set by the FIA between the safety car line after the pit exit and safety car line before the pit entry. The maximum time will be determined by the race director at each event prior to the first day of practice, but may be amended during the event if necessary.
From 2011, any driver whose best qualifying lap exceeds 107% of the fastest Q1 qualifying time will not be allowed to take part in the race. Under exceptional circumstances, however, which may include setting a suitable lap time in a free practice session, the stewards may permit the car to start the race. Should there be more than one driver accepted in this manner, the grid order will be determined by the stewards.
Driver adjustable bodywork
From 2011, adjustable bodywork may be activated by the driver at any time prior to the start of the race and, for the sole purpose of improving overtaking opportunities during the race, after the driver has completed two laps. The driver may only activate the adjustable bodywork in the race when he has been notified via the control electronics that it is enabled. It will only be enabled if the driver is less than one second behind another at any of the pre-determined positions around each circuit. The system will be disabled the first time the driver uses the brakes after the system has been activated. The FIA may, after consulting all the competitors, adjust the time proximity in order to ensure the purpose of the adjustable bodywork is met.
With the exception of the parts necessary for the driver adjustable bodywork, any car system, device or procedure which uses driver movement as a means of altering the aerodynamic characteristics of the car is prohibited from 2011.
From 2011, the minimum weight of the car must not be less than 640 kg at all times during the event.
With immediate effect, if a sample of fuel is required after a practice session the car concerned must have first been driven back to the pits under its own power.
Based on his career résumé and comparative F1 testing times, the World Council has approved the granting of a four-race probationary super license to Chinese driver Ho-Pin Tung.

The FIA World Rally Championship calendar remains as ratified by the World Council in April 2010. There will be 13 events to allow the evolution of rallying worldwide, including the format of events and eligibility of cars.
From 2011, the sporting regulations will be amended to allow any tyre manufacturer to supply tyres. Regulations will be implemented to control costs. The amended regulations will be presented to the WMSC for a fax vote before 20 July 2010. The FIA Junior World Rally Championship will continue with a single tyre supplier.
With immediate effect, the name of the co-driver will be included on the rear side windows of competition cars in the World Rally Championship and Regional Rally Championships.
The World Council adopted new cost-controlling technical regulations for the Regional Rally Championships to permit the adaptation of the current Super 2000 cars to the new 1.6L turbo engine.
Following an invitation to tender to supply paddle shift systems in the 2011 and 2012 FIA World Rally Championships, the FIA received tenders which did not satisfy the criteria. The World Council therefore did not select a single supplier for the 2011 FIA World Rally Championship. The WRC Commission has been mandated to study the possible introduction of a paddle shift system in the future, in line with the evolution of similar road car technology.
WORLD TOURING CAR CHAMPIONSHIP
The World Council adopted new cost-controlling technical regulations to permit the adaptation of the current Super 2000 cars to the new 1.6L turbo engine.
From 1 January 2011, the Cross Country World Cup and the International Cup for Cross Country Bajas will be amalgamated into a single Cross Country World Cup to strengthen the discipline. To ensure sporting fairness, Baja events will be allocated a coefficient 1 and Cross Country events a coefficient 2. To score points and be classified in the Cross Country World Cup, competitors must take part in at least one Baja and at least one Cross Country event.
The scale of points will also be amended from 1 January 2011 to harmonise with other FIA Championships, as follows:
Group classification (T1 and T2)
Allocation of points for Teams:
From 1 January 2011, Group T1-2 will be renamed Group T3 and the minimum weight in relation to cylinder capacity will be modified. The regulations for Group T1-2 for Light Vehicles will also be amended to authorise a light vehicle weighing more than 550 kg, while complying with other articles of the regulations. Both changes have been made to attract more entrants in “Buggy” type light vehicles.
Air restrictor sizes for cars in conformity with the 2009 T1 Regulations will be amended from 1 January 2011. For diesel-powered cars the restrictor will be 35mm and for petrol-engined cars 34mm.
To guarantee a more varied and significantly larger field of entries, the 2010 CIK-FIA World Karting Championship, in Zuera, Spain on 19 September, will be held for the KF2 category, instead of the Super KF category. As a consequence, the CIK-FIA World Cup for KF2, which was scheduled to take place within the framework of the same meeting, has been cancelled. In addition to the drivers who were eligible to contest the World Cup for KF2, the World Council approved the inclusion of drivers eligible to contest the World Super KF Championship.
From 1 July 2010, all drivers competing in the GP3 series must wear helmets complying with the FIA Standard 8860 – Advanced Helmet Test Specification.
The World Council unanimously approved an examination of the structure of the FIA’s various Sporting Commissions to provide a more reactive, efficient and adaptable approach to working.
The FIA, both in its motor sport and mobility roles, has a strong interest in promoting road safety. Competitors at FIA events must act as ambassadors for the sport, be aware their conduct on the road must be exemplary and respect road safety rules. The World Council agreed that the International Sporting Code be examined to ensure the Federation’s overall objectives and, in particular, its commitment to road safety, are upheld.
WORLD COUNCIL & PRIZE-GIVING
An Extraordinary Meeting of the World Motor Sport Council will take place on Friday 10 September 2010 in Como, Italy.
The FIA prize-giving ceremony will be held in Monaco during the annual week of FIA meetings. The FIA President once again confirmed that the opportunity to host the event is open to all the FIA’s membership throughout the world.
