“EU has become one of Kosovo’s closest partners” says EUSR Pieter Feith on visit to Berlin

The European Union Special Representative (EUSR) in Kosovo, Pieter Feith, is currently visiting Berlin in support of Kosovo’s European perspective. During his visit he held meetings with senior representatives of the German Government, the Bundestag and civil society representatives.

Addressing the opportunities and challenges of Kosovo’s European perspective at a public event at the European Commission Representation in Berlin, the EUSR said:

“Since 2008, the EU has become one of Kosovo’s closest partners, reflecting the importance of Kosovo’s European perspective. Kosovo’s Stabilization and Association Process dialogue, while not a contractual relationship with the EU, is a process that connects Kosovo to the broader European Perspective. It enables Kosovo’s policies, legislation and implementation to move towards the standards adopted within the EU.

“Kosovo is actively reaching out to its neighbours and partners in the region. There are important challenges to Kosovo’s regional cooperation, including differences on status, but the EU has been able to play its part in finding mutually acceptable solutions. A notable example is the Sarajevo Conference, organized by the Spanish Presidency of the EU, where representatives from Kosovo and Serbia were able to participate together.

“The acceptance of a future dialogue between Belgrade and Pristina, and the facilitating role of the European Union, accepted by all sides on the basis of a UN General Assembly Resolution and the agreement to focus on the things that will improve people’s lives can and should herald a new phase of regional co-operation. Leaders in Belgrade and Pristina now have the opportunity to make a real difference in people’s lives and cannot pass up the opportunity if they are committed to EU integration.”

Answering questions from the audience on Kosovo’s economic development and progress in the fight against crime and corruption, the EUSR said that the next Government of Kosovo will have to improve on economic performance and on the perceived high levels of corruption and organized crime. Regarding visa liberalization he stressed that Kosovo shares the European perspective of the region including a performance-based visa liberalization process.

Commenting on the publication of the 2010 Progress Report on Kosovo today by the European Commission, the EU Special Representative, Pieter Feith, said:

“The European Commission’s Progress Report reflects the progress achieved by Kosovo’s institutions over the past year. The report outlines the need for further reforms in particular in areas like governance, the economy and in strengthening Kosovo’s democratic foundations.

“The report points to many improvements achieved over the last twelve months. Accordingly I call on the people of Kosovo to maintain a positive outlook on their European aspirations. And I encourage the authorities to look at the recommendations and observations constructively, and to work towards overcoming the challenges identified in this year’s report.

“As regards progress on visa liberalisation I would like to recall that this is not an automatic outcome but an opportunity. As Commissioner Füle wrote today, we will soon be able to launch a visa dialogue with Kosovo. This is only the beginning of a long and difficult process, but I believe it is an effort worth making. Once the required reforms have been carried out, the people of Kosovo should be able to enjoy short-stay visa-free travel to the EU.”

EU in Kosovo marks the 10th anniversary of UN Resolution on Women, Peace and Security

The EU Special Representative Pieter Feith hosted an EU ceremony jointly with Xavier Bout de Marnhac, Head of EULEX Kosovo and Renzo Daviddi, Head of the EC Liaison Office to mark the 10th anniversary of United Nations Security Council Resolution on Women, Peace and Security (UNSCR 1325).

The UNSC Resolution 1325 stresses the impor­tance of women’s equal and full participation as active agents in the prevention and resolution of conflicts, peace negotia­tions, peace-building, peacekeeping, humanitarian response and in post-conflict reconstruction.

For this event, the EU family invited representatives of the Kosovo government, Kosovo women’s groups and the international community in order to hear their voices and to allow for interaction between local and EU representatives.

The EU Special Representative, Pieter Feith said:

“In my time as the EUSR in Kosovo, I have personally seen the essential role of women in establishing peace and security. Listening to the stories and experiences of local women has helped me better understand the challenges they have had and are still facing. Supporting and involving women in finding solutions is critical not only to achieve lasting peace and security, but also to build a stable democracy and lead Kosovo towards its European future. The foundations for a stable society are much stronger if women and men have truly equal opportunities. The implementation of UN Security Council Resolution 1325 does not thus contribute only to women’s role in society but also to the stability and development in society at large.”

Xavier Bout de Marnhac, Head of EULEX Kosovo said:

“I wish to reiterate that domestic violence and sexual crimes are crimes that need to be prosecuted. I personally consider that it is the primary responsibility of the Kosovo institutions to fully implement all laws, and especially to ensure that women become equal actors in all aspects of life. EULEX will continue to work closely with the institutions of Kosovo to ensure that UNSCR 1325 does not remain a promise and that concerns raised by Kosovo women’s organizations are being addressed. Personally, I will make efforts to ensure that women are included in the building process of every part of law and justice.”

Renzo Daviddi, Head of the European Commission Liaison Office said:

"The European Commission actively promotes gender equality and empowerment of women all around the globe. In Kosovo we do it through our policy dialogue with the authorities and through financial support to projects. We will continue to stay committed to the spirit and the obligations of the UN Security Council Resolution 1325."

·          In its recent conference regarding Women, Peace and Security in mid September 2010, the EU recommitted to the full integration of gender into peace-keeping missions and peace building operations. As a Common Security and Defense Policy rule of law mission, EULEX is committed to the implementation of the law and that extends to monitoring, mentoring and advising the Kosovo institution’s implementation of the laws relating to domestic violence and sexual crimes as an important part of a democratic society.
