Media coverage of OSCE Summit and Review Conference in Astana

The OSCE Summit on 1-2 December in Astana will be held in the Palace of Independence. It will be preceded by the final segment of a three-part review conference, to be held on 26-28 November in the Palace of Peace and Reconciliation (Pyramid).

A fully-equipped Media Centre will be open for the Review Conference and Summit. From 25-29 November, it will be open from 9:00-22:00, and starting from 8:00 on 30 November, the Media Centre will be open 24 hours a day until the end of event. The Centre is located in the University of the Arts building in the Summit zone.



The 15 November deadline for media accreditation for the Astana part of the OSCE Review Conference and the OSCE Summit passed. Late accreditation requests will be considered on an individual basis.

Organizers can assist journalists with reserving rooms at media hotels on a first come, first served basis. Journalists are kindly requested to submit a duly completed hotel reservation form to the MFA of Kazakhstan along with media accreditation form.

Summit badges can be collected at the Media Centre from 25-30 November, and from the King Hotel Astana ( on 1-2 December. A valid ID (passport) and a press card or a letter of accreditation from a recognized media organization are required.

Astana segment of the Review Conference will be preceded by a Civil Society Forum to start at 10:00 on Friday, 26 November. The arrival of participants will take place from 09:00 to 10:00.

Protocol shooting of the beginning of the Forum (from 10:00 to 10:15) will be organized. Media representatives will depart by buses from the Media Centre at 08:30.

The concluding press conference is open to all media accredited to the Summit.


Media briefings by the Heads and other high-level representatives of the delegations will be organized at the Palace of Independence on 1-2 December. Some bilateral meetings may also be open to photo/TV, further information will be made available closer to the date.

All plenary proceedings and the concluding press conference will be interpreted into the six official OSCE languages (English, French, German, Italian, Russian, Spanish). Media briefing rooms are equipped with interpretation booths.



As space inside the Summit venue is limited, access to photo and video opportunities, as well as to briefings held at the Palace of Independence, will be arranged via a system of pools in advance.

Media covering a given event at the Palace of Independence must possess a pool floater badge in addition to a Summit accreditation badge. Each card is valid for one person only.

Floater badges will be distributed at the Media Centre and by the national delegations. Pool participants must gather in advance at the designated meeting point at the Media Centre; the exact time and location will be communicated via CCTV at the Media Centre.

In accordance with international practice, accepting to participate in a pool automatically indicates agreement that the media representative will share information and materials collected/produced while in that pool.

The OSCE Press Office will endeavour to supply photographic and video materials from pools upon request.

Journalists are encouraged to send pool requests in advance to: press-summit2010@osce.org.



The Media Centre will be open from 9:00-22:00 on 25-29 November. Starting from 8:00 on 30 November, the Media Centre will be open 24 hours a day until the end of event.

Media are required to undergo security checks at the entrance of the Media Centre on 25-30 November. On 1-2 December security checks will be conducted at the media hotels and at the security checkpoint at the entrance to the Summit zone.

The Media Centre will offer 1,000 workstations, including 400 equipped with laptops and 600 workplaces equipped with the necessary outlets and cables, as well as closed-circuit TV broadcasting airport arrivals, all plenary proceedings (in the six official OSCE languages) and briefings from the Palace of Independence media briefing room (original language).

High-speed Internet, Wi-Fi, landline telephone, printers, scanners and fax machines will be provided. There will be TV and radio editing booths with live broadcast-quality video and audio feeds.

Two media briefing rooms and two interview rooms, as well as indoor and outdoor stand-up positions, will be offered. Media and technical support desks, in addition to OSCE and Kazakh Foreign Ministry press offices, will also be located at the Media Centre.

Food and refreshments, including lunches, will be provided.

Shuttles to and from the Media Centre and designated hotels will be provided on a scheduled basis.



Host broadcaster

The host broadcaster “Khabar” will provide audio and video feed on the spot and via satellite to 20 fully-equipped TV and radio booths in the Media Centre, from the following locations:

- Airport (from first arrivals on 30 November until 07:00 on 1 December)

- Lobby (during arrival of Heads of Delegations to the Palace of Independence and the handshakes)

- Plenary room (duration of the Summit)

- Media briefing room in the Palace of Independence (during briefings)

- Large press conference room at the Media Centre (during concluding press conference only)

In addition to the booths, 20 workplaces will be equipped with connection for video and audio cables.

Video signal: the host broadcaster will provide two video cables from the master control – one for 16:9 DV PAL composite signal (not HD), and one for 4:3 signal. TV journalists will be able to receive both types of video signal in the booths.

Audio signal: the host broadcaster will provide two audio signals – one in floor language via XLR plug, and one in an OSCE language upon request.

Satellite broadcasting

All plenary proceedings of the Summit, selected media briefings by the Heads of State and Government, and the final press conference will be transmitted via satellite with the assistance of the EBU

One live stand-up position at the Media Centre and one position at the Palace of Independence will be uplinked to the satellite.

Individual TV organizations can apply for live stand-up positions and usage of satellite uplink facilities to be provided by the host broadcaster when filling out the media accreditation form.

English-speaking support staff from the host broadcaster and EBU will manage access to satellite facilities following requests. On-the-spot application for using this facility can be submitted at a clearly signposted desk in the Media Centre.

Parking for satellite vehicles

TV companies’ own uplink trucks (live transmission trucks) will be given access to a car park at the Media Centre. All trucks must pre-register by 25 November, and provide all details (registration number, make and dimensions) of the vehicles to be brought to the Media Centre parking area. Drivers and technicians operating these trucks must have OSCE Summit accreditation badges. This information must be communicated to the Kazakh Foreign Ministry together with the media accreditation form.
