Condemning the Philippine gunman as a "cold-blooded killer," Chief Executive Donald Tsang Yam-kuen expressed disappointment at the way the crisis was handled.
"This is a major tragedy. The way it was handled, particularly the outcome, is very disappointing," said a tearful Tsang at a press conference convened at 10.45pm. "I feel extremely sad."
He was accompanied by Chief Secretary Henry Tang Ying-yen and Secretary for Security Ambrose Lee Siu- kwong. Tsang said every Hongkonger should express anger at the way a pleasure trip ended in cruel tragedy for innocent Hong Kong people. He expressed his deepest sympathies to the relatives of the dead and injured and announced that all flags will fly at half- mast today.

Tsang repeatedly stressed that he failed to get in touch with Philippine President Benigno Aquino for a big part of the afternoon and regretted not being able to express his concerns personally. Tsang said the government has demanded that the Philippines foreign ministry properly handle the aftermath.
Top officials have met the Philippine Consulate General in Hong Kong to express concerns. Tsang said the deceased will be brought back as soon as possible and their families will be offered whatever help necessary.
He also called on all Hong Kong people in the Philippines to return home as soon as possible, adding that those who need help should contact the Immigration Department. Tsang said a special task force, led by the Secretary for Security, was set up "immediately" after news of the hijacking was received.
The SAR government also contacted the Chinese embassy in Manila, which sent officials to the scene.
