The first group of Canadians escaped the turmoil and political uncertainty in Egypt Monday night, on a plane chartered by the Canadian government. But before they could board in Cairo, they were asked to pay the airport a "fee."

The Air Canada chartered plane carried 174 Canadians, according to the Foreign Affairs Department. Another plane is to follow in an effort to get 500 Canadians out of Cairo.

CTV's National Affairs correspondent Lisa LaFlamme, who travelled into Cairo with the first Air Canada Boeing 777, says the scene when they arrived was chaotic. Passengers were processed slowly through security, then held for five hours and told they could not go through the glass doors to board the bus that would take them across the tarmac to the plane.

"Finally, an Egyptian airport person walked around, literally with a hat, asking for American dollars, saying it would be really beneficial for them to thank the people who worked so hard to help them leave the country," LaFlamme told CTV News Channel Monday afternoon.

The passengers put as much U.S. cash as they had into the hat.

"It was not enough money, we are told. So someone got on a loudspeaker and said, ‘We need to raise US$2,000 in order to open the glass doors and let you on that bus'," LaFlamme reported.

"People were stunned, as you can imagine."

One angry passenger called it a "$2,000 bribe."

LaFlamme says one person came forward and put in the lion's share of the $2,000. The passengers were then allowed on the plane.

"For the people here, having been through the city, there have been other experiences of bribes; it's not that unusual, they call it baksheesh. But certainly under the guise of an airlift out of the country, it was a very unusual experience," LaFlamme said.

Canadian officials have contacted the Egyptian ambassador in Ottawa to raise concerns about the fee.

The first plane took off at 3 p.m. ET Monday for Frankfurt, Germany, where passengers will have to find their way back to Canada on their own. The Department of Foreign Affairs said in a statement that support will be offered in Frankfurt to help Canadians make further travel plans and secure overnight accommodation.

Further flights in coming days will be headed to London and Paris, in addition to Frankfurt, Foreign Minister Lawrence Cannon told reporters.

More than 6,000 Canadians are believed to be in Egypt, which is in the midst of massive street protests against autocratic President Hosni Mubarak.

Cannon said priority for the evacuation flights will be given to people holding a Canadian passport and their immediate family members, defined as a spouse and children.

Canadians will be required to sign a contract committing to pay their share of the flight cost from Egypt to Europe before they are allowed to board. The cost will be approximately $400 per seat, according to Foreign Affairs. Passengers will also be required to purchase their own tickets to leave Europe.

Many Canadians were on vacations in Egypt when the chaos broke. Carla Riemer and her husband were on a "dream vacation," years in the making.

"That first night we were hearing machine guns and saw fires and the next morning we said we said we got to get out of here," she told CTV News before boarding the rescue plane.

Cannon said about 250 Canadians contacted in Egypt have indicated they intend to stay there.

In a statement Monday morning, Cannon said the Canadian government is looking into options for evacuating citizens from cities other than Cairo. In the meantime, for safety reasons, those outside of Cairo should stay where they are, Cannon said.

Prime Minister Stephen Harper said Monday he hoped Egypt would "transition" towards democratic freedom, a statement in line with those coming from the U.S. and Europe.

"We want to see a transition towards basic values of freedom, democracy, human rights and justice," Harper told the House of Commons. "We want to make sure the transition does not tend towards violence, instability and extremism."

Canadians in Egypt hoping to reserve a spot on one of the flights should call the embassy in Cairo at 20 (2) 2791-8700, or call the Foreign Affairs emergency operations centre in Ottawa collect at 613-996-8885 or 613-943-1055.

Friends and relatives in Canada seeking information on Canadian citizens believed to be in Egypt should contact the emergency operations centre toll-free at 1-800-606-5499 or 1-800-387-3124.

The Foreign Affairs Department said that as of early Monday, the emergency operations centre had received more than 4,900 calls about the situation in Egypt.

On Sunday, Cannon said to date no Canadians are known to have been injured or killed, but Ottawa is recommending that Canadians leave the country.

I am glad these people were charged. It amounts to a few dollars per passenger. In a country where most people live on a dollar per day, throwing in a few extra bucks for express baggage handling isn't a lot to ask. If you go on vacation, expect to pay a few bucks here and there. This is a rare good news story to come out of Egypt!

This is a no-brainer, if they are there visiting, they would have had to pay their way home anyways. If on the other hand they are Canadians who have chosen to become permanent citizens there, then they have a choice and can either take advantage of the Canadian plane made available to them and buy a ticket, or they can weather the storm in their new homeland. It's not the government's or the Canadian taxpayer's responsibility to pay for transportation costs every-time one of us gets themselves in the middle of another countries political uprising. If they get back to Canada and can't afford to pay the ticket price, perhaps the government should have a review process for that, after all, there's no shortage of social programs in this country.

Where does this attitude of government pays for everything come from? Egypt has not fallen into such disarray that an evacuation under military guard is required. Are people no longer responsible for themselves? I mean I am all for helping people in trouble, but why is it when anything happens Canadians want the government to pay or give a handout. Where did this mentality come from? Government is not an ever ending bucket of money. It amazes me how people think they should be. Canadians want their government to pay for everything yet the first chance they get, Canadians avoid paying taxes or go across the boarder where 'things are cheaper" avoiding taxces. We need to change this mentality of entitlement in Canada. i for one can not afford it.

How about this. If you are a current Canadian taxpayer, there is no charge for the flight out of Egypt. If you do not currently pay Canadian taxes then you must pay the required fee for your evacuation.

I'm hoping all the Canadians who want out of Egypt get out safely.But it's also worth noting that these protestors are not attacking westerners or their governments.Of those Egyptians I have seen interviewed on TV,they have gone out of their way to assure foreigners that they are not the ones they are angry with. However,criminals and thugs are on the loose, and taking advantage of the cover they are getting from peaceful protestors.Similar to what they do in protests here.So,in the interest of safety,getting out is probably prudent. But I am with those who say they should pay their own air fare.Those of us who cannot afford a trip to Egypt certainly cannot afford to pay for someone else's trip to Egypt either. I truly hope Alison gets her brother back home safely.But "in spite" of the fact he had former PM Trudeau on his Christmas tree.Not because he did. But Alison,if he was returning in the when there were no riots,he would pay his own way. What the heck is wrong with him paying his fair share now? Trudeau is gone,and the Liberals are not in government.In part,because EVERY event was an excuse for them to hand out free money.Collected from one taxpayer,and given to somone else.Usually another Liberal.. Help them? Baksheesh is a way of life over there. Experienced it many times when I was in the Air Force. That whole continent is so corrupt, you will never see a proper democratic government there. I even experienced the same scam while traveling on an Air Force aircraft in Trinidad. Baksheesh is alive and well in all Third World Countries.

Perspective folks: Eldest teen's school was about to head off for a trip to Egypt the kids have been saving and working part time jobs for all year. There but for a few weeks, they would have been in the same boat. Imagine if this had happened and you [or the kid] were paying an emergency charter flight home because commerical carriers can't operate? Is that what we've become as a country? Fixated on 'who is Canadian enough' rather than focused on helping our Citizens out of bad scenarios that could not have been anticipated? Really???

To "In Disbelief"...I had to pay back the Canadian government when I was evacuated by plane from Jakarta to Singapore in 1998 (when Suharto's government fell), so it's not unprecedented. I didn't receive the bill until a month or two afterwards (I think it was for $300), and I had a fair amount of time to pay it. Personally, I thought it was perfectly reasonable.

My Brother just boarded this airplane for Germany. It is disgusting to me that some �Official� of the Airport was going around with a Hat ordering for $2,000US. I just got off the phone with him and he said this was TRUE!! He put what US cash he had (being Canadian, not much), and the ones whom didn�t have it were in tears�until someone put the majority in. It amazes me that people would take advantage of the scared and endangered like that. Over money, Nice country�Nice. Question: What is the difference between what these people are doing to the scared evacuees, and the Government that they are trying to overthrow?

Some of you people commenting on this story may need to read this article again to understand it properly. The money being collected was from EGYPTIAN security to let these people leave the building. This is what has so many ticked off. These people had tickets for return flights but are being held hostage if they can't come up with enough money to satisfy the 'SECURITY'. If you can't get out of EGYPT by flight then get out of the country and catch a flight from one of the other countries around EGYPT. The Candian Government did not tell you to go travel to EGYPT so it is not the Governments fault. You take your chances to travel even to the USA anymore. If something happens when you are out of CANADA how is it the Governments fault????Unless you are a DIPLOMAT in another country and some thing happens you are S O L.........that is the way it should be........

Wow, I didn't realize there were so many ignorant people who lived in Canada. As the story points out, those who are being evacuated are being asked to sign a contract saying they will pay back the cost of the flight. Regardless of this, not every person requiring evacuation is a dual citizen, many are Canadians who are there temporarily, whether it be for business or pleasure. I would think that everyone would be happy that our govenrment is taking any action in order to bring our loved ones to safety.

Nobody is saying we shouldn't help these people get out of Egypt. We're just saying that they need to pay for the airfare. If they're there working and not paying Canadian taxes, they've certainly saved enough to be able to reimburse us. I didn't see any of them offering to pay my taxes for me, so I don't see why I should have to ante up so they can work somewhere else so that they don't have to pay Canada's taxes. Canada is pulling them out, they should be happy about that.

I can't believe how many people think the government should not charge these people for their air fares.Not charging them means othr taxpayers have to pay,and I don't see that as fair either. Look at it this way.If they are Candians who planned to return to Canada,they would have been paying an air fair anyway.This is not costing them more.They are simply paying the government for their ride,rather than paying another air line. On the other hand,those who may be what we call "Canadians of Convenience",who had no plans to return here unless things got tough in their current home,have not likely been paying many taxes in Canada,and thus should pay for their ride. "User pay" is valid in this case.Apparently they see it that way in the USA too.And this taxpayer agrees with that policy.

I am wondering if any of you "complaining" about taxes actually have any relatives in Egypt. Perhaps then, you might feel a little differently. Yes, my brother teaches high school kids in Cairo- a choice he made after he was unable to find a teaching job in Ontario after racking up MANY MANY THOUSANDS OF DOLLARS in student loans attending Ontario Universites... But, that is beside the real point, which is: I want him out of Egypt-- NOW. He is CANADIAN. (One Christmas, he even placed a small Pierre Trudeau at the top of his Christmas tree- haha.) So BRING MY BROTHER HOME!

I have been dying to say this...Twice in my life I have been a Canadian Citizen, duly registered with a Canadian Embassy abroad, and caught in Coup d'etats. On both occasions, the Prime Minister could have sent his personal aircraft and evacuated the entire expat community in one shot but NO. No help whatsoever from the Canadian Foreign Missions. Who saved my bacon? First time it was the United States Marine Corps...second was the French Foreign Legion. God bless the USMC and la Legion Etrangeres!!!

I often see Canada as The land Of Canaan. We are a very special nation. Always willing to help and quick in response of those in needs.The only part of this amazing help being offered to the hundreds of stranded citizens is where they are told to sign a contract to payback the cost of helping them.Use some recycled paper and slap some ink on it to print more money for crying out loud. Why we waste so much and still grabbing from those who barely have anything. Money money money all about money. I wish I ruled the world, people would be much much more happier. Please reconsider the contract and forget about getting these people to pay for their way home. Use some of the millions you waste on other things such as arms and big cabinet minister travel privilege. We are The Land Of Canaan. Peace and Love.

I can't believe the comments I'm reading here.Did Canadians have to pay when the government flew them out of Lebanon a few years ago during the Hezbollah crisis?Did Canadians have to pay when the government flew them out of Haiti after the earthquake last January?Have Canadians EVER had to pay when the government is flying them out of any place that has suffered social, political, or environmental unrest? So why now???Yes, I am an Egyptian Canadian (born in Canada), so call me biased if you want, but what happened to a government sticking up for its people and coming to their rescue when needed?I have Egyptian family members - and Caucasian friends - who have lived in Egypt for years. The husbands of these families are out on their street corners, in front of their homes, just trying to fight off the looters. Is that fair?? All those who say they should be paying their way back, would you say the same thing if it was your family fighting for their lives? The choice is to take on a debt of $10,000 - $15,000 thousand dollars, or to stay keep your family in a country that is unsafe.I know people are looking at the dollars and cents, but you cannot put a price on human life.

We have Canadian family in Egypt trying to leave. Wow what a system we have. The telephone number provided for the Emergency evacuation asks you to leave a message and then you receive a 'Full Mailbox' message and the line hangs up. The 1-800 number puts you through a slew of options only to be directed to a 'All our officers are presently busy, please hold to conserve your calling priority' After 15 minutes of the waiting you are asked to leave a message because they are still busy. 5 messages have been left since 8:30am this morning--No call back as of yet. Emails have been sent to the SOS@emergency.gc.ca --No response as of yet.

Instead of the news reporters of this station letting the flames of dissatisfaction feed its own frustration with assumption, why don't the news reports find out the facts that they are supposed to report and tell us how many are dual citizenship.

Dual citizenship is a passport of convenience... do away with it...

Want something else to complain about... how long do you have to live in Canada to obtain Canada Pension Plan Payments... when most of us have payed our entire lives to hear that the plan may not be enough for us.

Do away with dual citizenship so the people that utilize the resources of Canada actually are entitled to it

I cannot believe that people actually think that Canadians living in Cairo at this time should not be helped, or should figure out their own way to get home, or have their dual citizenships revoked or whatever! YOU are a Canadian? Why don't you start looking at what that means and stand for it instead of going against everything that this country stands for. We live in the greatest country in the world and we should take advantage of our status in the world and help people who cannot help themselves as well as wanting nothing in return! I have an aunt, uncle and cousin that live in Cairo right now. They happen to be my closest family members, in fact. And because I have no way of contacting them (their internet and cell phones are down because of the Egyptian government)I take great comfort in the fact that the Canadian government is taking care of people even if they are not 100% Canadian. I am praying to the universe that they are taking advantage of this AMAZING opportunity that the Canadian government is giving to Canadians living in Cairo, and they come home today. Because HOME is where the heart is. I don't care if you are Japanese, Portuegse, Russian or Haitian. If you feel that your heart is in Canada, then THAT is where home is and they have every right to come to Canada. Just because these riots in Cairo, which have a good chance of turning into civil war, have no effect on you doesn't mean that something shouldn't be done about this! Take your goodwill and spread it among others.

Why should they people have to sign a paper to reemburse the govt for their airfare. They probably put their travel on a credit card, let them use that same credit card to pay the fare. There is no reason the govt should have to chase after these poeple to get repaid.Why do these people say they are blank blank Caradian. AV, sorry to hear about your sister being there at the wrong time. The Canadian government is sending planes to get her back, but unfortunately, it's still up to her to pay her way back. The rest of us weren't the ones who sent her there, or told her to go. S**t happens, and you have to suck it up. It just wouldn't be fair to expect everyone else to pay her way back. Don't forget, Canada is made up of a lot of people who pay taxes, but can't afford to take a trip like this in the first place. Is it fair they pay her way back?

I'm really tired of all this political correctness and ripoffs of our famous Canadian reputation for fairness. I have a friend who until recently, regularily loaned her OHIP card to an uninsured friend from Rochester New York who came here for cancer treatments. She bitches all the time about tax deductions taken off her paycheque and does not seem to make the connection and does'nt see the fraud. It happens all the time with these 'Canadians of Convenience" Now I'm expected to charter a plane to get them out of danger and here as a safe haven until it all blows over, only to return, and all on my dime. Forgetaboutit.

On a personal note, my little sister (20 y.o.) has been in Egypt the past 2 weeks as a tourist. Clearly the timing has turned out to be sh*... ahem... bad, but this situation had barely begun simmering when she first left on her trip. (Since her return flight was scheduled to leave tomorrow anyway, she was advised last week to stay out of Cairo till things calmed down. Unfortunately, things instead escalated so she's now looking to leave ASAP.) She is definitely NOT a "Canadian of Convenience", and is simply hoping to get home safely. IF she is put on one of these emergency flights rather than her scheduled (and paid for!) return flight, should she have to foot the bill?Just thought I'd point out that some of these people actually live, go to school, work, and pay taxes here (or will once she graduates), and just want to come home to Canada. Should the government not help them do so?

Go ahead and call me a racist but once again we see that dual-citizenship Canadians immigrate here for all the rewards that previous generations created but they chose to reside in their homeland. Now we're supposed to foot the bill for them to fly home? I say let them pay their own way and if they can't, too bad they can stay in their homeland. Hopefully that will be a message to others considering the same thing.

I agree that Canada needs immigrants. People who move (immigrate) to Canada and have a trade or vocation and these skills can be put to use here. People that stay and work here.What I do not agree with is people moving to Canada and get Canadian Citizenship of "convenience" and then move back to their "old" country and work there and do not contribute anything to Canada. Then when the going gets rough want to get back to Canada a.s.ap. and shout and scream that the Canadian Government is not fast enough with the planes or ships etc. Well if you do not like the way Canadians do things then revoke your Canadian citizenship of "convenience". We should not foot their return to Canada bills and then after a short time they are gone again. No free rides !

Wow has this country gotten ugly in the last few years under this Government...been over run by rednecks. If the situation seems dire enough to warrant an evacuation then peoples lives are potentially in danger...but no... to all you budding tax accounts commenting here...let's get the paperwork signed first and the bills paid. Guess its better to spend 16 billion tax dollars on 65 fighter jets or $1 billion on security for G8/G20 or have MY tax money obviously wasted on education and on healthcare for all you folks so you can continue buying your daily pack of smokes for use while playing the slots at the local casio / bar, and getting obese from drinking your beers and having your daily donuts and double-double. So I guess under your philosophy we should be sending bills to the Haitians we helped after their quake, or the Americans after Katrina...perhaps we should make our politicians pay for all of their travel first before they are alloed to go anywhere...

Again our Government has it right ~ They fly, after signing a document to reimburse the government for the cost of their flight. Everytime Canadians holding passports, (doesn't mean they are Canadians at heart), in some foreign country and want out, "CRY FOR CANADIAN HELP", When you leave the borders of Canada "YOUR OWN YOUR OWN". Yes ! It is right how our foreign relations ministry is handling this departure from Egypt. I wonder if there was any seat reduction from the Airlines ?

To answer your question Gerald, no people who reside in another country but happen to have Canadian citizenship do NOT pay taxes in Canada - unless they are maintaining property and investments here. If they live here or are working overseas temporarily, fine get them out, but if they are residents of Egypt then no, we shouldn't be spending $$ to 'rescue' them from the country they live in.

Although I'm sure many of the folks over there do fall into the category of Canadians of Convenience as some of you have referenced, but I imagine there are also those who have no association with any country other than Canada who may have been just visiting or on vacation. This unrest in Egypt (at this level) is relatively recent so i will bet there are a lot of legitimate Canadian travelers who have been caught off guard who may need some assistance getting out.

Here we are in a Country where we have lost great men to war, "peace keeping, hard work building this country and it is so disheartening to have this new "brand" of immigrant come here, disrespect OUR Country and tell us what we should be doing to help their countrymen. They are doing what is right getting Canadians out of harms way and letting them find and pay their own way home from a safe country, very wise, but never the less I do not agree with dual citizenship either,if you are a Canadian you should live here and if you want o go back to your OWN country you should only go to visit not to live as then you are not a Canadian citizen in my eyes.If the government didn't help these people at the moment and some were killed it would be all over the media that they did nothing and our present Government does work for Canadians.I don't know how this dual citizenship thing can be changed or what or who started it but you have to work with what you have unless changed.

Lets not have this boodnoggle become another Lebanon where dual citizens used that to return to Canada until the crises passed and then returned to Lebanon. All on Canada's dime. Truth is they use this dual citizenship for medicare and safe haven proposes and have no intention on residing in Canada full time. During a marriage ceremony you must agree to 'forsake all others'. Should you not do the same when applying for Canadian citizenship? Ban dual citizenship. Canada needs settlers not game players.

What DOES irk me is when those that have dual citizensship, became Cdn (that's fine) and keep their own. They move here to get their papers then return to their homeland to live and enjoy the best of both worlds. BUT and that is a big but, when something goes wrong in their homeland like things such as this and Lebanon they scream for the Cdn government to come and get them. When the Lebanon thing was on I seem to remember how they cursed the Cdn government for not coming to get them quick enough. That's my rant, now don't get me wrong the immigrants from the early 1900s came here to build our country, they are the ones that really took to our country and gave their all to protect it, THEY are the true patriotic immigrants who made our country. Albeit our newer immigrants, initially their hearts are in the right place and I apperciate that for those that do give their all for our honeland. It's just the ceratin few that go back "to live", and abuse the dual citizenship thing.

Gerald, I'm sorry, but "dual citizenship" does not mean dual taxes. In fact, many people choose to work overseas because they don't have to pay ANY taxes if they can prove they're living there and not within Canada. This is quite a bonus to them, not having to pay tens of thousands of dollars in taxes!The very least these people can do, is to pay their own way back home. Why should it the costs be placed on the taxpayers for someone who hasn't necessarily paid any Canadian taxes in recent years?Even if you're there on a holiday, why should Canada pay for your trip back home? You had the money to go on a trip, and travellers are expected to be able to handle contingencies, and this certainly qualifies as one. Besides which, there are insurance clauses on many credit cards to cover some certain contingencies.Pay your own way back. I don't want to pay for you to work elsewhere and not pay taxes here.For others, who have "immigrated" to Canada, then went back "home", you need to decide if you're Canadian or Egyptian. Either way, if you had the money to travel there, you should also have the money for a return ticket.

I'm an immigrant and a visible minority, proud of it!! my parents came here to give me the best life possible. I joined the military in 1994 and have proudly served since. So I will say this, I was extremly pissed about the way most people took advantage of the situation in Lebanon crisis ( where most of the people evacuated have niot lived in Canada for decades,,but expected to get evacuated).. If you live in Egypt for buissness or for goverment then yes we should get you out on my tax dollar,,However if you live in Egypt because you want to...then pay your own way out!!!!!!!

The government did not send you to work in a foreign country. Many who choose to keep Canadian citizenship while living abroad do not even pay federal taxes in Canada. You, like many others, have made a choice to live/work in a foreign country and therefore, you should also "choose" to accept the potential risks, not just the "rewards".

I agree with Paul to a point. While those that have taken Canadian Citizenship, should be able to maintain dual citizenship, IF they chose to NOT reside in Canada, they should have their Canadian Citizenship revoked and if they CHOOSE to live in their warn torn area of origin, they should HAVE to pay their own way out.
The ability to become a Canadian Citizen is a priviledge and should not be a citizenship of convenience.

Evacuate those that the Canadian Government sent there on that tax payers ticket. Evacuate those that businesses sent their for work, on the businesses ticket, and those who are there on their own, let them buy a ticket. The same crap happened in Lebanon.
