Mexico had been sending 280 megawatts through interconnections at Laredo and Eagle Pass to the grid that serves 85 percent of Texas, but not El Paso, to help relieve rolling blackouts in the state.
But then, generators in some energy centers in Mexico were also damaged by the extreme cold. One of the centers was in Samalayuca, a place 30 miles south of Juárez. The Mexican power grid lost 1,000 megawatts in northern Mexico because of the cold.
The commission said in a statement that it has enough reserves to avoid blackouts, but not enough to keep supplying Texas.
