In the first reading, 192 people's deputies voted "for" the bill submitted by the BYUT faction out of 436 deputies registered in the session hall.

Factions of the opposition Party of Regions, as well as the CPU and the Lytvyn Bloc voted against. At the same time, the OU-PSD faction (39 deputies) voted partially and the BYUT faction voted fully (153 deputies). The bill provided for abolishing privileges, in particular, a right for free transportation, free use of the hall of official delegations, free housing and medical service. The bill also provided to establish additional grounds for the preterm termination of the deputies' powers. Following an unsuccessful voting, a proposal came to send the present bill for the first reading for the second time, but this proposal also did not find support with the deputies. A discussion was caused, primarily, by the norm on the imperative mandate for the local self-government bodies, which the deputies called as discriminatory, undemocratic and incompatible with democratic principles.
