- To maintain a council that is representative of its diverse community and to ensure that the residents have a representative voice in dealing with other authorities and agencies.
- To maintain a Parish Council that works effectively and efficiently for the benefit of the community that it represents.
- To improve the facilities and services within the Parish.
- To oppose inappropriate development that is detremental to the Parish and its residents.
- To develop a rolling five year plan.
This web site has been designed to satisfy the Council’s principle objective of communicating with its residents and of keeping the parishioners informed. We hope that you will find this resource valuable, informative, useful and easy to use. You will find that it details the services and facilities that the Parish Council provides. These services and facilities include: venues for private, public and group functions, club meetings, sporting facilities; as well as leisure activities, allotments, and community activities. The website also covers the official side of the Council business, giving information on who your Local Councillors are, the wards they represent, the committees they sit on and how they can be contacted.
The Council meets in the St. Stephen Suite, 1st floor of the St. Stephen Parish Centre.
The Calendar shows details of when and where the Parish Council and its committees meet. The minutes are published for all meetings.

The Parish Council considers all planning applications in the Parish. Details of how you can view plans and comment on applications is on the Planning page.
St. Stephen's has a vibrant community comprising three wards - Bricket Wood, Chiswell Green and Park Street. The busiest road complex in the county sits within the Parish bringing with it the attendant problems of, congestion, noise and air pollution. Map of Parish showing the ward boundaries.
Within the Parish, and supported by it, there are many groups offering a range of leisure and social activities. You will find links to these groups on our Local Organisations page.
Access to road, rail and air links establishes the Parish as home to many commuters, regular train services from our local stations at Park Street, How Wood and Bricket Wood take you to Watford Junction where a regular service takes you to London, the Midlands and the North. In the other direction the line takes you to St. Albans Abbey station where it is a short walk to the city. This also means that there are excellent connections to the rest of the country and only 20 minutes from St. Albans City train station to Central London. A 5 mile stretch of the London Orbital Motorway – M25 - passes through the Parish with links to the M1 and the M40.
The Parish has a network of foot and bridle paths providing the residents with access to the countryside, fresh air and exercise all important in these days of sedentary and more stressful lives. For maps relating to circular walks in the Parish choose on of the following links:
