As I suspected, the Arias plan of 1987 was never implemented by the Sandinistas. In January of this year after Sandinista noncompliance was clear, the plan was declared dead by the Central American presidents. This year brought direct negotiations to both Sapoa and Managua between our forces and representatives of the governing Sandinista junta.
