It’s been an oddly slow news day today. Not entirely sure why, perhaps it’s due to it being National Police Week to some degree, but it is what it is.

Before I go, I suppose I would be remiss if I didn’t mention the SCOTUS decision in Kentucky v King which allows law enforcement officers to enter homes without a warrant so long as they claim they thought that maybe there might be something illegal happening and, when they knocked to find out, they felt that maybe there might be a chance that some evidence was being destroyed based on sounds or other activity they could claim they might have heard at the time.

Before I go I did want to mention that I have heard, and received several emails, about the report where two New York NY police officers were named as “persons of interest” in the investigation over what’s now being termed as the Long Island Killings. Apparently they are among a number of possible persons of interest because of their disciplinary history involving prostitutes since the victims of those killings were prostitutes as well. This report, however, doesn’t currently qualify for entry in our database yet because no allegation has been made against either officer specifically and one of the two is a former officer who wasn’t an officer at the time of the alleged incidents. But, it is a case we’re watching to see if formal allegations or charges are made.

Understanding Our Reporting Criteria

One of the things I get questioned about the most involves the criteria used to determine if a report we find or is submitted to us qualifies to be included in our news feed and, ultimately, our statistical data. This is more true now since even more people are aware of this project and are submitting reports that they find.

Now, you might be asking, “why don’t you just record every single allegation of misconduct that you hear about?” The answer to that is simple. We are a statistics gathering project and the data we’re generating statistics about is a very contentious subject. The polling we’ve read indicates that a vast majority of the general public does not believe that police misconduct is a problem or that it even happens at all. So, in order for our statistics to withstand some very skeptical lines of questioning and criticism, we must take care in only including reports that involve defensible and credible allegations.

So, in order to maintain credibility a formalized process needs to be conducted against all reports that are received or discovered by the project before they are added to our news feed which also adds them to the statistical database as well.

This is a simplified flow chart describing the essentials of what that process entails:

Every report we find or that is sent to us by readers undergoes this process to determine if it qualifies for addition into our database. Most often a report is discarded because it’s already been recorded in our database, but we also discard a lot of reports that don’t involve sworn officers, especially reports involving corrections officers since they are not sworn.

Some people have asked why we don’t included non-sworn law enforcement agency employees. There are actually a couple reasons, foremost of which is that we don’t have employment numbers for those types of employees like we do for sworn employees, especially since non-sworn employees includes clerks, janitors, and other types of employees that aren’t really in a position to abuse authority. So, for now, we limit our statistical data to sworn/certified officers since we have those employment numbers.

There are a few other criteria items which include whether the report is coming from a credible source and, if not, if there is any tangible supporting evidence that was sent to us in addition to the reported allegation. This is especially necessary when we receive a report directly from alleged victims since we have to generate the report in addition to recording it when that happens. So we have to be very careful about making sure it’s credible and that there is verifiable evidence to support the allegations made. But this is also true when someone points us to a blog post someone made about an alleged incident.

Generally, however, I rarely tell someone why we didn’t include the report they sent to us in our news feed. I’ve found that telling people why the report they sent wasn’t included discourages them from sending more reports and I really really need people to send in reports even when they don’t qualify because we’re bound to miss more reports if people stop sending in what they find.

But, I did want to explain the process again for new readers and for those who have asked why we don’t include certain reports. I hope it helps explain things but if anyone still has any questions I’m more than happy to answer any concerns.

Folks, I’ll be honest here, living in a hotel room with our three children has made working on this project exceptionally difficult. I’m doing my best though, and will keep on trying to capture as many reports as I can. We don’t have an exit plan though, because we’re living paycheck to paycheck, so I can’t really say when we’ll be able to find stable housing again.
