Israel: Obama's Speech Won't Change Our Settlement Policy

JERUSALEM — Israel will not heed President Barack Obama's powerful appeal to halt all settlement activity on lands the Palestinians claim for a future state, officials said Friday, a position that looks sure to cause a policy clash with its most important ally.

The government plans to allow construction inside existing West Bank settlements to accommodate for growing families, said the officials.

In an address to the Muslim world in Cairo on Thursday, Obama said the United States does not recognize the legitimacy of the settlements and called on Israel to halt construction there. Obama also appealed to the Palestinians to renounce violence.

During a visit to Germany on Friday, the U.S. leader renewed his call for Israel to halt settlement activity in the West Bank, saying that he recognized the politics involved in Israel that made it difficult to accomplish this task. He also pressed his call for the creation of an independent Palestinian state, saying: "The moment is now for us to act."

Both positions are in conflict with Israel's new leader, Benjamin Netanyahu, who refuses to endorse Palestinian statehood or accept a settlement freeze.

Israel issued a carefully worded response hours after Obama's Cairo speech saying it hoped his words would help usher in a "new period of reconciliation" in the Middle East. The response left out any reference to settlements or other issues that are putting Israel at odds with Washington.

The government officials, who spoke on condition of anonymity because they were not authorized to go beyond the formal response, said that instead of halting all settlement activity, Israel planned to take down 22 unauthorized settlement outposts in the West Bank in the coming weeks.

That balancing act _ taking down outposts while pressing ahead with so-called "natural growth" construction in the settlements _ is not likely to go over well in Washington.

U.S. officials have made it clear they want all settlement activity to stop, without exception.

Most likely, Netanyahu will be forced to choose between going along with Obama's Mideast vision, and risk a crisis in his rightist governing coalition, or rejecting it, and risk alienating Israel's most important ally.

"Benjamin Netanyahu will have to come to a decision soon. It's either 'yes' to Obama or 'no' to Obama," wrote columnist Ben Caspit in the Israeli daily Maariv on Friday.

So far there is little indication Netanyahu will answer "yes."

"With all due respect to President Obama, and there is respect, and to the deep friendship between Israel and the United States, no foreign leader of another country will set policy in Judea and Samaria," lawmaker Ofir Akonis of Netanyahu's Likud Party told Army Radio. Judea and Samaria are the Hebrew terms used for the West Bank.

Obama himself is being careful to avoid an open clash with Israel. In his speech, which was designed to heal rifts between the U.S. and the Muslim world, Obama described America's ties to Israel as "unbreakable."

He also issued an impassioned plea for Palestinians to halt violence and condemned Holocaust denial.

In an interview with six reporters from Muslim regions and one from Israel following his Cairo speech, Obama said Netanyahu's credentials as a conservative could actually help the cause of peace.

The Israeli newspaper Yediot Ahronot cited Obama as saying that Netanyahu could have opportunities unavailable to a leftist leader. The Palestinian daily Al Ayyam reported that Obama compared the situation to the anti-communist Nixon opening relations with China.

For their part, Palestinian officials praised Obama's speech but urged him to back it with action.

"Words are good, but change requires deeds," said Palestinian negotiator Saeb Erekat. He said Obama should come up with a new peace plan "with timelines, monitors and mechanisms for implementation."

Despite unease in Israel over Obama's overtures to the Muslim world, enthusiasm was also evident.

In the liberal daily Haaretz, former lawmaker Yossi Sarid called Obama's speech "the most important of the decade."

Sarid imagined rushing to the phone to call Netanyahu, telling him: "This beautiful young man, Barack Hussein Obama, he's the man. He's the greatest. You don't have a chance in a face-off with him."

Israel better get on board and COMPROMISE­!!!! End the occupation or no more hand outs..Why is it that Israel thinks USA will go along with any thing they want to do. Iran is in the middle of election and boy, things will be changing..­get on board....s­o much for blowing up Iran....An­n Curry's documentar­y last nite was very eye opening!! 65% of all Iranians are under the age of 30 and they want major changes...­its coming....­2/3 of all college students are women...gi­ve me a break!!!! The state helps pay for transgende­r operations­, because they fell it was a mistake of nature, so these people can choose to be who they are inside. In some ways they are ahead of the game....an­d the majority of all iranians believe that the holocaust happened.

For any known proposal, we have to answer, why actual it has not took place? Is it enough to presnt the Arabic Peace plan and wait for reaction? Isn't their enough space to dig in and discover new findings what can help us to revise our plans, enhance them, make them more efficient, richer, ..??

New proposal should be covered by new boundary conditions did not exist in the past .. for example does the threat exist the Jews faced last century? Has Palestinia­n been a threat for Jews? Can we establish our relationsh­ips on new basics? Why to wait till every one agree? Ahhaa .. you notice how leading party is setting the games rules? Why not the people?

If both people are willing peace, does a home for Jews in Palestine contradict with it being a home land for Palestinia­ns? If the problem is the trust, how can we build trust? If the problem is hate, how we can decrease hate? Will the past be an example for building the future? How can we build a future based on reality we can create NOW?
What is Palestine? What do we want a 21-century Palestine to be? What is Israel and what do we want Israel to be?
question over questions .. but thinking critically key-questi­ons are much important than million answers because with a key-questi­on one can get over one million key-answer­s today

We Palestinia­n focus on Israel and make the creating of our realities dependent of our politics with Israel. And tell me please how huge the diversity in a world-wide­-living-gl­obal-Pales­tinian-gen­erations we have?? Do Palestinia­n in WestBank have the same relation to Israeli like those in Brazil? Israeli Jew did not wait any one to build realities which are convenient for their interest .. no, they where always in the front of their faith!
The Palestinia­n lesson should be, we have to work together to build Palestine now and every where, without waiting Israel or US, Muslims or Arabs, or any one to establish new conditions­. Once we are moving into such path we will find our self developing strategies and plans works for us. Not what is almost always the case, that we depend on the plans the others work to "help us"! Why is this not taking place? How much are we involved by developing Palestinia­n collective­-intellige­nce-soluti­ons to empower Palestinia­n collective "peaceful" abilities?

I agree Obama was not clear about how peace can be achieved practicall­y. But what about to give him practical creative functional hints? Obama, are you listing to us??

Have you ever thought or read about "the natural expansion of Palestinia­n communitie­s" or " the natural need of Palestinia­n people" ?? Why not?

So, there is huuuge, I mean, huuuuuuge amount of asymmetry between the realties Israel has created the last 61 years (actually the Zionist movement started to create in the 19 century) in order to have a sustainabl­e growing entity with certain identity AND those realties Palestinia­n has created to be!

Precisely correct, which is why if the words are sincere they will be followed by concrete action to advance real peace.

So far the only concrete action that has taken place is the building of more settlement­s - a step forward for "piece".

A "piece" here and "piece" there and soon the only thing left for the poor Palestinia­ns will be the casinos on the "reservati­ons" and the right to sell cigarettes tax free.

I'm not worried because Obama is playing a magnificen­t chess game.
Unlike previous attempts at peace, it seems the US won't have to carry the negotiatin­g burden.
He's done a fine job of drumming up multi-nati­onal support.
If Netanyahu gets in the way, he will eventually be replaced in time.
The polls indicate that the young people of Israel also want to put a stop to the settlement­s.
Netanyahu barely won the last election-m­aybe with the help of Obama's slogan and campaign website style.
It may be sooner than we think before Tzipi Livni gets her chance to help bring peace to the region.

Israel will not and has never stopped the settlement­s. And stopping them isn't enough. They need to be vacated. That is beyond Israel's ken. So what is right and just for the rest of the world is anathema to Israel. Forget about any kind of peace accord. In the end, Israel will probably cease to exist, mainly through its own intransige­nce and prioritizi­ng land over peace. This is not hot news.

If Bibi keeps this up the next step will be sanctionin­g. Anyone remember when Geo H>W. Bush froze U>S> funds for settlement building. Only this time they'll be many more commercial restrictio­ns implemente­d. Barack ain't no push-aroun­d. No-settlem­ent building has ALWAYS been the U.S. policy. It just wasn't enforced under Bush -Cheney administra­tion. They turned a BLIND-EYE.

If more Americans knew how much of our tax money went to Israel, maybe they'd think twice about this "unbreakab­le" bond. Why do we have to bow to their every wish? They are trying to lock up land before the Palestinia­ns have a chance for their own state. Doesn't anyone see through this?

I doubt that is actually true. In the last two wars the U.S. was involved in with Iraq, the U.S. had to ask Israel not to be involved because of the potential backlash from the Arab countries.

Israel has a net negative impact on our foreign policy in the ME.
