Predecessors and Short History: About the turn of the 16th Century, an important event took place, which was to give the Basoga their peculiar cultural configuration. This was the advent of the Baisengobi clan, Prince Mukama Namutukula from the royal family of Bunyoro is said to have left Bunyoro and trekked Eastwards across Lake Kyoga, and landed at Iyingo, located at the northern point of Busoga in the present day Kamuli district. On his departure back to Bunyoro, he allocated his five surviving sons, areas within his influence as overseers. The first-born, Wakoli was given the area called Bukooli, Zibondo was to administer Bulamogi, Ngobi was given Kigulu, Tabingwa was to oversee Luuka while the youngest son, Kitimbo was to settle in Bugabula. This state of affairs in Busoga's political and cultural arrangement continued till the late 19th century when the colonialists persuaded the rulers of Busoga into some form of federation. This federation resulted into a regional Busoga council called Busoga Lukiiko (legislative council) at Bukaleba in 1894. Prince Kisira, the Zibondo of Bulamogi was elected chairman of the first Busoga Council by the 11 hereditary chiefs. He presided over the council until his death in 1898. Thirteen small states joined together to form the confederacy of Busoga in July 1906. It was in abeyance from 1914 to 1919, when the hereditary saza chiefs of Busoga resolved in the Lukiiko to elect Ezekeria Tenywa Wako, president of Busoga. In February 1920, the British Colonial government appointed Ezekiel Tenywa Wako the first permanent resident chief at Bugembe. In 1939, Chief Ezekiel Tenywa Wako became the first "Isebantu Kyabazinga of Busoga". In 1949, the Busoga Lukiiko resolved that the Kyabazinga Isebantu shall always be elected from the five Princes' lineages of Abaise Ngobi (Ababiito) hereditary rulers; the five sons of Omukama of Bunyoro who migrated to Busoga from Bunyoro.   • Semei Lulaklenzi Wakirenzi Kakungulu 1906/1914, born 1869 in Kooki, Buganda, son of Semuwemba of the Ganda, President of Busoga Lukiiko from July 1906 to January 1914, King of the Bagesu (in present Mbale district), married (a) (div.1905), a daughter of Kabaka Mutesa I of Buganda, married (b), a daughter of Kabaka Kalema of Buganda, and had issue. He died 24th November 1928 in Mbale.

  • Isebantu Kyabazinga Sir WILLIAM WILBERFORCE KADHUMBULA NADIOPE III, Isebantu Kyabazinga of Busoga [28.9.1962] - [8.9.1967] (second time), son of Omukama Yosiya Gabula Nadiope II, Gabula of Bugabula; he ended the British policy on the fight against small pox (Kawumpuli) which brought him in conflict with the British government. As a result he was exiled in Bunyoro where he was called to lead the Basoga into Second World War. He also played a big role in Uganda's independence struggle and before the end of his career, he had served as the first Vice President of the independent Uganda. He was also the Chairman of Uganda People’s Congress political Party (UPC). During his tenure of office doubling as the Vice President, Kyabazinga and UPC Chairman, he managed to push for several development projects in Busoga that include construction of schools like the Balangira High School which later became Busoga College Mwiri. He mobilised for the construction of infrastructures like roads, hospitals, government centres like county and sub-county headquarters and most of all mobilising the Basoga to productive farming of both food and crops.

  • HRH Isebantu Kyabazinga HENRY MUSOKE WAKO MULOKI O.B.E., Isebantu Kyabazinga of Busoga [11.2.1995] - [1.9.2008] (second time), born 18th February 1921 in Bulamogi County, Kamuli District, Uganda, O.B.E. [1961], installed as Kyabazinga on 11th February 1995; married 21st January 1956, Inhebantu Alice Muloki [née Alice Kintu], born 19th November 1929, educated at Buckley High School in Iganga, went to Gayaza for O’level and trained as a Grade 3 teacher at Buloba Primary Teachers’ College near Kampala, briefly worked as a teacher at Buckley before transferring to Kamuli, became a principal at Bishop Willis Core Primary Teachers’ College, died 6th November 2005 at Nakabango in Kinja District, and had issue, four sons and three daughters. He died 1st September 2008 at Mulago Hospital Cancer Institute in Kampala, buried 7th September 2008 at Kaliro after a state funeral.

    • Prince Edward Columbus Wambuzi Muloki, born 4th June 1973, Zibondo of Bulamogi, elected as the successor in Busoga on 31st October 2008 and was installed 7th June 2009 in Bugembe by the Issabalangira, Chief Yokosofati Kawanguzi Kisiki of Busiki chiefdom. The installation was nullified in December 2009 and to date, the throne remains vacant.

1. In 1957, the title Inhebantu as a description of the wife of the Isebantu was introduced.
2. The Busoga Kingdom Royal Council is composed of the 11 traditional leaders of the 11 traditional chiefdoms of Busoga. They include the five princes and heads of the five royal families of Busoga and the six chiefs of the traditional chiefdoms.
