    Previously (in Windows XP), setting the "Select" event sound will play that chosen sound whenever the user clicks on an item--such as a file in Explorer or icons on the desktop. In Windows 7, this event seems to be nullified as I have never heard it being played at said events.

    Similarly, I have never heard the "Asterisk" event sound played when a bubble tip appears on the taskbar, as it did in Windows XP.

    Are these bugs in Windows 7 or have the developers attached these events to fewer program conditions?

    I observed this too.  The system notification area most certainly does not make a sound when notification bubbles appear. For these, I would assume that the developers decided not to include sound in their freshly rewritten Explorer shell because they didn't want sound as part of the experience (one major goal of 7 was to be 'quieter' than Vista), and the options in the Sound Scheme were only maintained for backwards compatibility if programs tried to query those sound selections.

    Can you let us know if you get any sound while test the chosen audio file?  

    First, please make sure the audio files are fine before you choose them. 

    According my test, my audio files are fine, and I have apply the settings as your descripted, I can hear the default sound while click a file, while it won't play other audio when I choose another audio file.  You can test in a new account.

    As the "Asterisk" event sound, Win7 doesn't think the notification bubbles is a event, while it is recongized as a error event in XP, so it can pull the trigger to play the sound.
